READINESS
READINESS
What does Readiness mean for the project?
Stakeholder Relations will be reporting both internally and externally
on the progress of each Market Participant while onboarding.
Each Market Participant will provide a percentage of completion on
major milestones within the project, if a percentage is low this will let
SPP know that an outreach to the Market Participant maybe needed
for assistance.
A list of the major milestones will be provided five days prior to the
next bi-weekly meeting. Companies will list their percentage and we
will compile and communicate the data.
This information is vital to the success of the project so we all make it
to April 1, 2026 together.

During this project, Market Participants will participate in three
types of meetings.
Project kick-off call:

once every two weeks for project status, project readiness, and

STAKEHOLDER GROUP
Working Groups:
 Develops and oversees policies and procedures
related to aspects of markets and actions within the markets. Open
for all stakeholders.
User Forums:
 Representatives with similar interests who use a
particular service and product. Provides feedback for enhancing
those services or production. Open for all stakeholders.
Advisory Groups:
 Advise on Revision Requests, policy and
procedures issues that fall within the group’s scope, not approval.
Advise SPP stakeholders on important issues related to the groups
scope. Representatives who have applicable specialized skills and
expertise.

LSA RESPONSIBILITIES
The LSA is the primary person at your
company who can perform the
following in the SPP portal:
Add, edit, and delete users
Assign and remove roles for users
Assign and remove roles for themselves and
other LSAs under their own entity code
Reset their own password
Update their own certificate
They will also vet and approve users
requesting RMS access.
LSAs 
CANNOT:
Add another LSA – SPP has to set the LSA
up  - this will require a RMS ticket
Remove another LSA – SPP has to do this –
this will require a RMS ticket
If an LSAs password has expired and they
can’t get into the portal – the backup LSA
will need to reset the password for them
Anything an LSA can do for a user they can now do for themselves.

Existing Balancing Areas (WACM and WAUW) are ceasing to
provide balancing services.
SPP BA will be created to cover the load and generation in
the existing Balancing Areas.
Creation of this BA will require preparation.
WHAT IS CHANGING?
Balancing Area boundary
Need to identify all differences between the new SPP West BAA
boundary and the existing WACM and WAUW boundaries.
All generation and load within the SPP West BAA must register as a full
participant in the SPP Marketplace.
SPP will become responsible for the NERC BA responsibility.
Tariff boundary
Need to identify all facilities that will move under SPP’s functional control.
Need to confirm/review/convert Transmission Service.
Need to move in-flight GIA into SPP’s GI process – We will be working
with those companies that are not SPP Transmission Customer to
complete that registration.

TESTING
RTOWE PROJECT’S THREE TESTING PHASES
PHASE 1
MTE Connectivity Testing: Market participants will test their connectivity
into the portal and make sure all LSAs/Users have the appropriate
application and roles access.
ICCP Connectivity Testing: Any market participant that will be setting up
their own ICCP connection must complete testing, including access to the
connection, application access, and confirm viable data is being received
PHASE 2
Member Testing: More extensive testing including weekly meetings and
test scripts, structured and unstructured testing periods.
All market participants will have access to instruction guides, meeting
materials and technical specs
RTOWE PROJECT’S THREE TESTING PHASES (CONT.)
PHASE 3
All MPs will have access to needed SPP instruction guides and
technical specs.
Shadow Settlements and Parallel Operations: Will include
testing from beginning to end, weekly meetings and areas of
focus.
This phase will continue up to the April 1 2026 effective date.
RTOWE TESTING INFORMATION
Entities who wish to test their APIs will have ample time for the
set up process prior to the start of testing.
Checklists and validation document will need to be completed
and returned via the assigned RMS Testing ticket on or before
the end of testing.
LSA and users will have access to the MTE (Testing) portal even
after testing.

MARKET MONITORING UNIT (MMU)
For all new resources, market participants must submit initial cost
data and supporting documentation thirty days prior to
submitting their first offer to the market for MMU approval

FERC FILING
When SPP makes a filing with the Federal Energy Regulatory
Commission (FERC) regarding our governing documents, we
are obligated to send a copy of the filing(s) to our customers,
members and market participants.
SPP needs a customer contact on our service list for your
company.
Provide the following information for the customer contact
you’d like on SPP’s service list to receive electronic copies of
the FERC filings:
 Contact Name, Title, Mailing Address, E-
mail Address and Phone Number.
 You can list more than
one contact.

ACH AUTO DEBIT PROGRAM
SPP has ACH Auto Debit
Integrated Marketplace and Transmission payments due to SPP are
debited two days prior to the due date.
Have an authorized employee of your company complete the attached
form then reattach it to the RMS ticket request
If your company uses ACH debit block services (ACH positive pay), you
will need to provide SPP’s ACH company ID (5710148158) to your bank
Place a note in the Onboarding ticket and the ACH document will be
provided
SPP CONGESTION HEDGING PARTICIPATION
If you plan to wait and begin participating in SPP’s TCR
Auctions after your effective date, complete the following:
Submit an RMS ticket 10 business days before participating
Request Template: Submit Inquiry
Subtype: Credit/Collateral
Subject: Now wish to participate in TCR Auctions
Description: Same
Provide additional collateral or request instructions to provide
additional collateral.
SPP CONGESTION HEDGING NETWORK DATA
SPP offers network data files for those participants interested.
After MTE testing, I will provide the Non Disclosure agreements (NDA), and
associated addendum will be required for each resource to access this data

WIND FORECAST DATA FOR ASSET OWNING
MARKET PARTICIPANTS
SPP offers the ability to have wind forecast data for wind
resource owning market participants. The data is received from
energy&mateo.
Participants must complete the energy&mateo Non-
Disclosure Agreement. SPP is the facilitator of this agreement,
the contract is between the participant and energy&mateo
Requests will be sent out after MTE testing and access to the
Wind Forecast data will occur on the date of production.
