TENDER EVALUATION PROCEDURE continued Unit Rate Analysis 1. Demonstrate that the major items in the bills of quantities have been analysed. 2. Demonstrate that major unit rates in the bills of quantities are not lower than the rates in the analysis of major unit rates 3. Outdated quotations will be disqualified. Basic prices for labour should not be below the Government minimum wage. 4. Rates are not lower than the prices on the list of basic labour rates, list of basic material rates, and list of basic plant hire rates Roads Authority-Procurement Section 15
