RESTRICTED INTRODUCTION The FRSC Establishment Act Section. 5(g) in particular empowers the Corps to make regulations relating to designing and production of Drivers Licence and Vehicle Number Plate to be used by various categories of vehicles. Section 5(h) of the same ACT empowers MVA to make regulation relating to registration, Worthiness of Vehicle, Drivers Licence, use of express ways, use and construction of Vehicle Highway Codes and in general on Human, Vehicle and Environmental Factors to make the highways safe. RESTRICTED Institutional Framework (Tripartite Arrangement) Stakeholders agreed producing the new Driver s Licence on a tripartite agreement under auspices of the Joint Tax Board (JTB). The tripartite arrangement included: to anchor the process of The Federal Road Safety Corps (FRSC), Vehicle Inspection Office (VIO) and States Board of Internal Revenue (BIR/MVAA).
RESTRICTED PROCESS AND PROCEDURE OF OBTANING VALID DRIVER S LICENCE Issuance of New Driver s Licence A person not below the age of 18yrs who desire to obtain a Private Driver s Licence shall; Obtains Learner s Permit from BIR/MLA/MVAA Chooses Driving School from list of certified Schools online dssp.frsc.gov.ng Driving School trains applicant for sessions & issues certificate Successful applicant shall be issued with a certificate of completion. Use the certificate number to call up applicant s record (name & DOB) on pre-populated form ML18N from (www.nigeriadriverslicence.org) Applicant proceeds to the VIO for Driving Test. If successful, applicant is issued with the Driver s Test Certificate.
RESTRICTED PROCESS AND PROCEDURE OF OBTANING VALID DRIVER S LICENCE Contd Unsuccessful applicant shall be entitled to apply for another test but not before the expiration of one calendar month from the date of the previous test. Successful applicant proceeds to make payment of prescribed fee of N6,350 or N10,450 for Driver s Licence with 3 or 5yrs validity period respectively at designated bank ( FCMB, FBN, Access, UBA, Union, Sky Bank using PAYARENA/ E-PAYMENT platform). Make the confirmation of the payment at BIR/Motor Vehicle Administration Agency (MVAA). Applicant shall present his/her self for Bio-metric and Bio-data of the applicants will be captured at FRSC DLC. Bio-metric investigation shall be conducted on the applicant s bio-metric at FRSC Data Centre. Applicant shall collect the permanent Driver s Licence at State BIR/MVAA after 60days
RESTRICTED ISSUANCE OF RENEWAL The holder of a valid Driver s Licence may apply for and obtain a renewal of the Driver s Licence at any time within a period of one calendar month before the expiration date of the Licence. All applicants for renewal of Driver s Licence shall undergo a driving test if six (6) months have elapsed since the person last held a valid Licence. Applicant shall fill and submit application form online at (www.nigeriadriverslicence.org). Applicant proceeds to make payment of prescribed fee of N6,350 or N10,450 for Driver s Licence with 3 or 5yrs validity period respectively at designated bank ( FCMB, FBN, Access, UBA, Union, Sky Bank using PAYARENA/ E-PAYMENT platform).
ISSUANCE OF RENEWAL Contd Make the confirmation of the payment at BIR/Motor Vehicle Administration Agency (MVAA). A Vision Acuity Test shall be conducted at FRSC DLC to confirm the health status of the driver s eyes. After the Vision Acuity Test, Bio-metric and Bio-data of the applicants will be captured at FRSC DLC. A Temporary Licence with 60 days validity period shall be printed and given to the applicant. Bio-metric investigation shall be conducted on the applicant s bio-metric at FRSC Data Centre. Applicant shall collect the permanent Driver s Licence at State BIR/MVAA after 14days.
BYPASS CAPTURE The Bypass Capture feature is available on the public portal and provides the applicant options of selecting YES or NO to a question captioned Recapture Biometric Information {Please click on YES if you want to recapture your biometric information}. If the applicant selects NO, the entire applicant s initial Bio-metric shall be used on the renewed Driver s Licence. NOTE: Bypass capture option is not made available to applicants for every renewal. It is available only during 1st renewal, 3rd renewal, 5th renewal, 7th renewal, etc. Applicants that want to use the bypass capture feature are advised to apply drivers licence will be provided. All documentation by VIO & MLA should be completed at the point permanent drivers licence by the applicant.
RESTRICTED ISSUANCE OF COMMERCIAL OR PROFESSIONAL DRIVER S LICENCE A person NOT below the age of 26yrs who desires to obtain a Commercial Driver s Licence shall: Possess a Private Driver s Licence. Present evidence of membership of professional association such as National Union of Road Transport Workers (NURTW) and National Association of Road Transport Owners (NARTO) or letter of employment by registered transport Company. Obtain the following medical certificate of fitness from any Governmental Hospital; i. Blood pressure assessment for hypertension. ii. Visual acuity and colour blindness iii. Blood sugar for diabetes iv. Chronic arthritis v. EEG screening for epilepsy vi. Ear defect
RESTRICTED ISSUANCE OF COMMERCIAL OR PROFESSIONAL DRIVER S LICENCE Cont d Attend and pass a driving test conducted by the VIO. If the applicant fails, he/she shall be entitled to apply for another text but not before the expiration of on calendar month from the date of the previous test. If successful, applicant pays the prescribed fee presents the bank teller at BIR/MVAA for confirmation. Presents him/herself for bio-metric capture at FRSC DLC. Temporary Driver s Licence with validity period of 60days will be issued to the applicant immediately. Collect the permanent Driver s Licence from the BIR or MVAA after 14days.

RESTRICTED NDL TECHNICAL PARTNERS The Corps is also supported by its technical partners who provide technical support on the Scheme. These partners are: SWG Global: SWG is the technical partner that is responsible for managing the backend systems and operations of the scheme. FRSC has a partnership with SWG to deploy and manage the NDL system for ten (10) years. The contractual agreement is currently in its eighth (10) year. Pure Technical Services (PTS): PTS are responsible for managing the front-end workstations used for application processing. They have resident engineers posted to the DLCs to provide technical support at the Centres Galaxy Backbone (GBB): Galaxy are the technical partners that provides network connectivity for the project. They ensure all the DLCs are connected to the data centre located in Kado, Abuja. PricewaterhouseCoopers (PwC): PwC are the project managers on the scheme, they coordinate the project activities and act as interface between FRSC and the other technical partners on the project. They ensure that each partner is delivering on their responsibilities and communicates the requirements of the Corps to the partners.
RESTRICTED PROCEDURE FOR OBTAINING /REGISTRATION OF NEW VEHICLE NUMBER PLATES STEP 1: Log on to http://www.nvis.frsc.ng.org.Complete application Form MVA 01 online and crosscheck to ensure all information provided are correct. Then click on SUBMIT for generation of item number. STEP 2: Print the form with the item number generated and proceed to Motor Licensing Authority (MLA) of the State Internal Revenue Service (SIRS) office for applicants from the 36 States of the Federation and Vehicle Inspection Officer (VIO) in the Directorate of Road Traffic Services (DRTS) for FCT applicants. STEP 3: Authorized persons in MLA verify information provided by applicant and approve form for payment. STEP 4: Proceed to VIO for physical inspection of the vehicle to be registered to ensure its roadworthiness. STEP 5: Pay the prescribed fees to the designated bank of the MLA/SIRS and take the evidence of payment, Completed Form MVA 01, Receipt of purchase, Custom papers etc back to MLA where receipt is issued in lieu of payment. STEP 6: MLA assigns vehicle number, generates Vehicle Licence and Roadworthiness Certificate as approved by VIO and completes Vehicle Registration book. An applicant also obtains a valid insurance policy. STEP 7: FRSC NVIS DESK Officer uploads the vehicle registration details while the MLA issues the Vehicle Number Plates, Vehicle Licence, Vehicle Registration Book, Roadworthiness Certificate, Electronically- generated Proof of Ownership Certificate (and Hackney Permit or Stage Carriage Certificate for commercial vehicle).
RESTRICTED CATEGORIES OF NUMBER PLATE Blue Lettering for Private Number Plate; Red Lettering for Commercial Number Plate; Black Lettering for Military/Para-Military Number Plate; Green Lettering for Government Number Plate; and Blue and Red Background with White Lettering for Diplomatic Number Plate.
RESTRICTED PRODUCTION OF NUMBER PLATE Total of Ten Million, and Thirty Thousand Three Hundred and (10,030,378) Number Plates were produced from 2011 to May, 20 2021 with Five Million, Five Hundred and Twenty Five Thousand, Two Hundred and Forty Four (5,525,244) number plates were registered from 2011 to May, 20 2021. RESTRICTED PROCEDURE FOR OBTAINING ROAD SIGNS Step 1: The customer orders for signs of his choice stating the specifications, sizes and grade to the Corps. Step 2: Copy of the application is forwarded to the Signage Plant for costing. Step 3: Plant conveys acknowledgment within 24hrs. Step 4: Cost of Signs is forwarded to the customer within 7 days on receipt of order to enable payment for Order. Step 5: On receipt of the evidence of payment, the Deputy Corps Marshal(Motor Vehicle Administration) directs the CC(Signage) to commence production immediately. Step 6: Dispatch is done at the Signage Plant after completion of the waybill. This shall be within reasonable time from commencement of production, depending on the quantity ordered for

RESTRICTED WAY FORWARD To surmount challenges relating to connectivity issues, have the stakeholders (FRSC,, PTS, SWG and PwC) review the current internet network infrastructure across the centres.
