Recommendations for Creating Identifiers in Data Catalogues

National data catalogues have specific requirements for identifiers, such as using HTTP URIs for open data datasets. While most INSPIRE datasets only have UUID identifiers, adhering to the DCAT-AP standard recommends using HTTP URIs. Recommendations for creating identifiers in the geodata sector are also provided, including suggestions for referencing and fetching information from identifiers.

1. Identifiers for datasets current situation In national Open-data catalogue there is a requirement on identifiers that are HTTP URIs (DCAT-AP) We need identifiers for INSPIRE-datasets Current situation: Most Identifiers created for INSPIRE are only UUIDs not HTTP URIs. Identifiers created for open data always HTTP URIs (requirement of DCAT-AP RDF). They are in most cases NOT persitant and NOT referenceable. 2024-10-08 1

2. National recommendation for Open data Recommendation from work done for Swedish Open data initiative done 2017/2018 Pattern http(s)://{domain}/{type}/{concept}/{referens} Outcome ! Suggestion for a fixed National domain was outvoted Concept was seemed hard to agree on and manage. Many did not see use of type 2024-10-08 2

Identifiers for Geodata-sector Recommendation If an agency do not have their own top-domain then use the following https://resurser.geodata.se Suggested syntax is: http(s)://{domain}/{type}/{referens} Type should be set, doc, id, def Eg for a dataset http://resurser.geodata.se/set/761236989812 Concept is not recommended to be part of identifier. We don t see the need for humans to read identfiers 2024-10-08 3

4. Identifiers What should be returned if a identifier is referenced ? Main answer is that documentation should be returned Default response should be metadata in ISO19139 For agencies using the national domain https://resurser.geodata.se the redirect will be managed by geodata. For agencies using their own domains the redirect has to be handled by themselves. 2024-10-08 4
