Legislative Requirements (Chapter 113 of the Acts of 2019) o The BHE shall establish and implement a comprehensive training program for all members MA public higher education boards of trustees. o The training program shall include (but not be limited to): o Open meeting o Public records o Conflict of interest o State procurement o State finance o Fraud prevention o Fiduciary responsibilities 3

Timeline for Completion Schedule Established by BHE: o All sitting trustees (appointed prior to 10/20/2020) must complete training program by November 1, 2021.* o New trustees (appointed after 10/20/2020) must complete training program within 6 months of their appointment.* *Commissioner will establish exigent circumstances process for exemptions. All trustees must complete the training program once every 4 years (per Chapter 113). 4
