Trustee Circle back to the word hide Bryon referred to in the last meeting nothing is hidden Bryon did not budget enough expenses compared to his 2021 revenue we will need to add a supplemental appropriation releasing funds to cover the hidden expenses Bryon budgeted thinking he was saving money however we need every dime of revenue coming in to cover the costs in parks and roads this was the first year the department heads were asked to do their own budgets and this is part of the learning curve we are all better off now because of it and all department heads are now accountable for spending and understand the need to budget and know what is needed for the future we need to plan, budget, and have a strategy in place. We will be happy to share any reports with the public as requested. Had several calls with regarding the 911 Consolidation and cost (see items below for reference) it s coming back to incident reporting will be the most cost effective but this will be a burden taken on by the township and billed by the 911 Council of Governments we will have to try to absorb the cost of approximately 70k. Around 3,500 incidents are Police and 500 Fire so the split will be 88% Police and 12% Fire or approximately 61k Police and 9k Fire. Incidents will be reviewed for adjustment. This only pays for operations. There is a levy renewal going on the ballot in November for 911 infrastructure costs. We will need to budget in zero in 2021, 2022-40k, 2023 55k, then full cost in 2024 70k. The goal of the trustees is to find the cost savings so we do not have to add a levy to the residents. A levy to cover the cost would be 1.7 mills levy with a total property value in the township of $41,452,600 would cost a resident $59 per 100k of value. The average property value in the township is $31,300 based on 1,324 parcels. We would rather look to the future and be sustainable with what we already have coming in. Long term looks at a permanent levy for Fire like we have for Police in order to budget and invest in equipment for a longer period of time and not deplete all the cash on hand. Financing helps reduce the cash outlay but we need a stable revenue source. Charts attached below February 23, 2021 4

Went for ride along with Roads department while plowing snow Met with OTARMA & OTA about background requirements for elected officials Took Call about golf cart going through ice Continue to work on Zoom Hardware with Tom Yunkers help. Purchased Microsoft Office 2016 for police and fire Talked to residents about snow issues on Woodfox Multiple updates to Web-site Talked to resident about sewer proposal Reviewed Segate Inspection Report and talked to Ron about possible options and his opinions. Talked to Shelly about approvals for electronic payments signoff Worked on meeting format to try and make if flow better. Mailman pointed out he is having issues getting to mailboxes causing some mail not to be delivered February 23, 2021 5

  6. Fiscal Officer Sent Appropriation Code Descriptions to each department head copying Trustees Star Plus Account is changing their name. We will be able to continue our account under new name USPS Mail/Vendor Notifications. We have notified vendor to send electronic invoices. Have been paying invoices out of normal schedule and had to request late fee s be removed The 2020 Year End has been completed and sent to the Auditor of State electronically. We have posted the annual report in our office and will be posting on our website for viewing soon. A notice has been requested to publish in the Point and Shoreland to comply with the ORC. Audits for 2019 & 2020: This year we will be audited for the last two years. In order to prepare, they requested a list of reports from each year. They received most from the YE that was just submitted for 2020 but still require more. All of 2019 they still require so I will need to send them. The date of this audit has not been determined yet but was told it may be as early as April or as late as August. Direct Deposit: Our deadline for setting up electronic payroll was set for the week of April 15th. In order to meet this deadline, I will need to proceed with the same bank we have been using. It would require more time for me to set up a different bank if we were to go with someone other than Citizens, and I do not have the extra time to pursue this, with the audit being this year unless we were to extend our deadline. ODJFS Reports of Identity Theft Report: Identity theft is on the rise. ODJFS launched an online portal for employers to report identity theft on behalf of their employees. (ODJFS mails out an alert to employers when they receive a request for separation regarding an individual who is currently employed). If any employee receives any mail from ODJFS regarding unemployment and should not be receiving this, please let me know ASAP. There is also a phone number we can call to report this with ODJFS. Roads & Parks Department Feb. 9th. myself and Rick went out for snow and ice removal Called by resident to help with water pressure and lights in home, Trustee Brittson and myself made repairs resident very happy with Road Dept. Made Repairs to Stop Sign at Torgler, Belpre and President. Received a total of 6 loads of salt from county Picked up frozen dead animals on Shoreland Rd. and Summit St. Toured township doing monthly sign inspection, notified county on a couple of their signs that had to be replaced. Picked up trash on Suder Av. Garbage truck lost bags out of there truck and went all over roadways. Moved snow piles at the dead ends for fire department ice rescue training. (nice news article on channel 11) Multi shift used for snow removal Continued snow cleanup Minor repair on truck 1. Replaced air tank holder strap. Had an issues with both trucks with the brakes freezing up. Bleeder valve packed with snow, not letting the brakes to release properly, all good now Just wanted to say that the snow crews did an outstanding job clearing the streets with the 14 plus inches of snow. Feb 17 final pass of township for snow cleanup, especially where cars were parked in the street through the snow event Met with Tom Barriger at Shoreland Park he helped me with getting power to new wire-less cameras. Parking lot in Shoreland Park will spread grindings when weather permits. February 23, 2021 7

  8. Fire Department Request board to hire Michael Roberts as a probationary pay-per-call firefighter. Applied for FEMA Assistance to Firefighters Grant (AFG) for the replacement of the departments Self Contained Breathing Apparatus (SCBA). Total project cost: $163,000 Federal Resources: $155,238.10 Our cost share: $7,761.90 (our cost share was budgeted for 2021) Applied for EMS training grant from State of Ohio Division of EMS for reimbursement of recent EMT classes for new probationary members. Received fire training grant from State of Ohio to cover cost of recent fire instructor course for Asst. Chief Yunker. Total grant $500.00 Applied for State Fire Marshal fire equipment grant for one battery powered smoke removal fan ($5,300), 3 sets of turnout gear to allow us to bring on more new members in 2021 ($9,552). Total value of grant $14,852 with no cost match. On 2/16/21 the WTFD reached a significant milestone in departments history in having the first all-female engine crew respond and work at a working house fire. Engine 72 crew on this day, Acting Officer Heather Bacon, Jessica Stacy and Mandy Miller. February 23, 2021 8

  9. Police Department Had 2 officers out with Covid and 1 systematic. All doing well. Had new front brakes on patrol car # 91 Had new tires placed on patrol car #92 Light bar on car #91 taken to D.R. Ebel and fixed Attended the Lexipol presentation webinar at the fire-station. Spoke to the new Lucas County Sheriff, Mike Navarre. Talked about structure and new changes coming in the future. New upgrade drug drop off box coming from Rite-Aid to replace smaller older one that is placed in the police station for unused/unwanted prescription drugs. Received new insurance cards. All placed in patrol cars Submitted grant application for new vest. Investigating drug complaints in township. Metro drug task force advised. Have intoxilyzer operator training set up for several officers in March. February 23, 2021 9

  11. Old Business Policy and Procedures getting pricing from Lexipole. Textcom.com for all departments by Feb. 23rd. Replace Camera system for park not more than 1000.00. Resurface and lining of hockey court to include pickle ball not to exceed 1000.00. School update Jasik property has it been followed up since 10 day resolution. After 4 day resolution have we followed up. Discuss Villamar park Update on Bid for Junk cars, towing contract, and tow lot. Doug Whiting property update Taurus Zoom product upgrade & Technology improvement. Employee reviews are due by March 31st including job description new form emailed out.
