Proposal NPRR.1144: Station Backup Power Requirements Exception
NPRR.1144 proposes an exception allowing up to 500kW of auxiliary load to connect to a Transmission/Distribution Service Provider's facilities through a separately metered point using an emergency load transfer switch. This exception aims to provide flexibility in redundant power supply options for critical systems, impacting no more than 500kW loads. The proposal requires agreement from all affected parties and does not restrict other redundant supply methods. Consideration is given to the reliability and source of backup power for substation protection/control systems.

Current Backup Power Requirements Substation protection and control systems and their related support systems are auxiliary loads powered by a small transformer which requires redundant power supply to ensure reliable operation. Present market rules prevent the redundant supply from being sourced from distribution level service if transmission service is the primary source and vice versa. Consequently, a dedicated standby generator generally is used for redundant power supply. Standby generators are less reliable than distribution level service.
Proposal NPRR 1144 would provide a limited exception to the requirement that all loads included in the netting arrangement for an ERCOT-Polled Settlement (EPS) Metering Facility only be connected to the ERCOT Transmission Grid through the EPS metering point(s) for the Facility. The proposed exception in NPRR 1144 would allow no more than 500kW of auxiliary Load connected to a station service transformer to be connected to a Transmission Service Provider s (TSP s) or Distribution Service Provider s (DSP s) Facilities through a separately metered point using an open transition load transfer switch listed for emergency use. NPRR 1144 would have no impact to Wholesale Storage Load treatment. NPRR 1144 requires agreement from all affected parties. NPRR 1144 would allow distribution level service as an option, but does not prohibit other redundant supply options.
