Presidential Address at Limpopo Provincial Conference on June 1, 2017. Welcome to the Annual Conference Gala Dinner Ceremony hosted by SAPA Limpopo Management Committee. Vision to affirm excellent education leadership, enhance professional development, and promote meaningful interaction. SAPA is an independent, non-discriminatory association working with the Department of Education for positive change. Requests for support from governmental bodies and addresses challenges faced by educational leaders in Limpopo. Vision aligns with National Development Plan (NDP 2030) objectives.

A very good evening to you all. On behalf of SAPA Limpopo Management Committee (MANCO), it is my pleasure and honour to bid you all a very warm welcome to our Annual Conference Gala Dinner Ceremony. 4
Ladies and gentlemen, Our Vision is : Our Vision is : To affirm excellent education leadership and management, To enhance professional development, and, To promotes meaningful interaction. 5
PD, SAPA is an independent, non-discriminatory and non-aligned association. In short we are the friends of the Department, We work for and not against the department. All we need is support from the Department. However PD, it is not so simple to meet with our provincial department officials. Surprisingly or in contrary we have a very warm relationship with National department of education (DBE) to such an extend that we have scheduled quarterly meetings with them and full time secondee in DBE. 6
SG, we also request (not demand) the same treatment we get from DBE . We are also aware that the Director General Matanzima Mweli recommended to HEDCOM that each province should come up with the way of having SAPA Provincial secondee. 7
At this age in time we still have Circuit Managers and Deputy Managers Governance in Limpopo who tells Principals not to attend SAPA activities. We don t know SG, why the department hate us this much. What have we done to deserve this. We are happy today that you our mother is here today, that s why we are crying like this 8
Be that it may, However PD, the vision of SAPA is informed by National Development Plan (NDP 2030). What we are doing is not out of order as other departmental officials think so. We are on track 9
According to NDP 2030 (2011:265),Schools need to share best practice. By 2030, the schooling system must be characterised by principals who are effective managers who provide administrative and curriculum leadership (2011:266). 10
And who is making sure that Principals are well capacitated regarding that except SAPA? Where can Principals get interaction and collaboration except in SAPA? 11
Superintendent General, SAPA is the only association in South Africa that affirms school leadership. If you want results SG, and if you want Limpopo to regain its former glory, encourage your principals to attend SAPA activities and discourage your Circuit Managers to stop intimidating and discouraging Principals and Deputy Principals from attending SAPA activities 12
SG, NDP 2030 dictates that Greater support should be given to teacher associations (2011:283). The question SG is that, are you doing so, if not, WHY? These organisations could provide professional development opportunities, information about best practices and provide updates on cutting-edge research. South Africa would benefit immensely from having such organisations (2011:283). disseminate 13
This is not me colleagues, but NDP 2030 (2011:284) which says that, Principals should gradually be given more powers to administer schools, including financial management, procurement of textbooks and other educational material, as well as hiring and firing educators. These delegations are necessary so that principals can be accountable for the performance of their schools The argument is that you cant hold principals accountable before they are given those powers. 14
However comrades, on another note, our political head MEC Ishmael Kgetjepe is trying by all mean to involve us in his departmental gatherings as very important stakeholder in education. He invited us in his boardroom just for him to meet us touching base, as stakeholder that was during the first month he started working as MEC of Education. He invites us to education portfolio meetings, budget speech except only this year, and also every education summits such as the one that took place this week. We salute MEC Kgetjepe for involving SAPA in educational matters. 15
PD, we are honoured to have in amidst of us our Very own Hard working, a humbled passionate woman of God, Head of our Provincial Department, SG N.B. Mutheiwana. Prepare yourself to be challenged, excited and inspired. SG, Here are your Principals and Deputy Principals from across the Province.
