Introduction The Portfolio Committee invited the South African Public Colleges Organisation (SAPCO) to attend a virtual meeting in October 2023 and present on the following: TVET Colleges Readiness for the 2024 Academic year 1. The Presentation will focus on all the element that will have direct impact in the full-scale functionality of Colleges and focus on each College Readiness for 2024

Post Provisioning Norms Several Challenges were encountered especially on the moratorium for colleges that are overspending and it's affecting all colleges 36 colleges were requested to submit critical posts. The posts are only supposed to be filled by colleges that are still having funds Delegation of authority on filling the posts needs to be reviewed: The Department takes to long to fill the middle management posts and that has significant impact on the operations at colleges Department to devolve delegation of authority to be able to fast track the period of filling posts TVETS are a highly underfunded sector, and this has direct effects on the filling of posts. Certain post will have to be shed posts due to funding limitations

  5. NSFAS 2024 The opening of NSFAS Bursary application scheme for the 2024 academic year was announced on Tuesday, 22 Nov. NSFAS made an undertaking that all current appeals and outstanding payments are being finalized that is still a challenge colleges are dealing with Colleges are encouraged not to enter long term lease agreements but rather consult directly with NSFAS on issues relating to student accommodation for NSFAS beneficiaries, NSFAS must fast track the pilot

Student Accommodation Accreditation of private accommodation to be sped up Allow colleges to accredit or to lease accommodation for students Accommodation allowance must be paid to students who are residing in rural areas and townships where there is insufficient accredited accommodation. 40 000 beds has now been accredited. Analysis has been done and there isn t enough beds to pilot on. Identified colleges are in areas where accredited beds are available during the 2ndsemester. Direct leases to be signed between NSFAS and providers. Rental rate to be determined by NSFAS Colleges having land ownership to indicate to strengthen National Treasury submission by NSFAS SHIP-MO now working together with NSFAS. That earlier model is being revised.

  7. Student Funding Living allowances for TVET student to be equivalent to that of University Students. Change of guidelines yearly reviews to be looked into 3-year period be considered, progression of students for consideration, policy change on which programs NSFAS funds. A joint workshop with all stakeholders to input on the revised guidelines. Funding of centers of specialization and occupational qualifications to be considered Review of funding norms. Submission of data be the responsibility of financial aid officers. Capacitation thereof is required. Institutions having access to the NSFAS portal. Workshops with FAOs. COO and CFO NSFAS to meet CFOs of colleges to address payment timelines and other related matters Effective communication be considered on colleges non-compliance to SAPCO for immediate intervention. Closeout reports for 2017 till 2021 have been completed and needs to be discussed with colleges

Student Allowances Student allowances for returning students to be paid two weeks after the results and registration are confirmed New Students to be confirmed or rejected for funding two weeks after the registration is confirmed by institutions There is no admin fee. R12.00 and not R200.00 for the card when they lose the card Challenges occur among students as they assist each other to transact, NSFAS to come up with mitigation actions for fraud

Phasing out of N1-N3 During the period August 2023 October 2023 various sessions was hosted jointly by SAPCO, QCTO & DHET to concretize the sectors understanding on the N1- N3 phase out & Transitional Arrangements and Teach Out Plan in place for 2024 and beyond The Minister approved the phase out of NATED N1 N3 programmes in Sept 2021- and in Aug 2023 signed the Gazette on Determination of the Phase Out Date for Report 191 N1 N3 programmes. Annexure A of the Gazette lists the relevant programmes & transitional arrangements in place TVET colleges began the phase out in 2022 and this process still continues in 2023. Colleges require support with introduction of Occupational qualifications (accreditation by QCTO and funding by DHET) Colleges have to upskill and absorb the lecturers teaching N1 N3 into new Occupational qualifications programmes. TVET NUMBERED CIRCULAR TC 0106 refers. As circulated on 7 September 2023 Phase out date as gazette on 01 January 2024 with the last enrolment of N1 new entrants being 31 December 2023 The signed gazette provides for the phase out date of N1 N3 programmes and the transitional arrangements to be in place during the phase out period

Phasing out of N1-N3 The following allowances are in place: 39 trade related subjects will continue to be offered at N2 level until their respective Occupational Qualifications are developed and Registered [ QCTO NEW QUALIFICATIONS ] These subjects will be offered for non-qualification purposes but will be eligible for apprenticeship requirements Only confirmed apprentices and workplace referrals with a serial number will be able to register for subjects related to these trades. The DHET exam MIS system will include same Regulation 11(3)(a) of the Trade Test regulations, 2014 is to be amended to recognise statements of results with relevant subjects instead of N2 Certificate. Subjects for articulation towards N4 Engineering Studies / Occupational Diploma and other HEI qualifications are as follows: - Mathematics N1 N3 (Skills Programme) - Engineering Science N1 N3 (Skills Programme) - Engineering Drawing N1 N3 (Skills Programme) - The articulation subjects maybe offered for non-qualifications purposes i.e. STUDENTS RECEIVE STATEMENT OF RESULTS not certificates

  11. Phasing out of N1-N3 Only students who have completed the NSC / Grade 12 will be considered for the articulation subjects. DHET had indicated that this will be funded but clarity on how this will happen is to be indicated The phasing out plan encompasses the following: Each N level will be gradually taught out students will be given two chance to complete a level. Any student that previously dropped out are allowed to come back and complete the remaining outstanding subjects The intended last achievement date is expected to be 31 December 2025 Thus catering for the last N3 achievement Subjects retained for articulation [ N3] and access to Trade Tests [N2] will be examined by DHET until such time the relevant occupational qualification is read from QCTO.

QCTO NEW PROGRAMMES The QCTO is responsible for setting occupational standards & for quality assurance of provisioning, assessments and certification of qualifications registered on the OQSF of the NQF The OQSF policy provides for the following skills development interventions: Full Qualifications Part Qualifications Skills Programmes As registered on the NQF and approved by QCTO. Each qualification has the following documentation attached to it: Qualification Document, Curriculum Document, External Assessment Document and Assessment Addendum Document for ease of access and simplification of understanding and implementation
