Disability is aggravated by physical, personal and environmental barriers. In the Census long term is defined as a condition lasting more than six months (2011 census stakeholders). "Disability means physical, psycho-social or sensory impairment that alone or in combination with social and environmental barriers, affects the ability of a person concerned to take part in education, vocational or recreational activities (National Disability Policy 1997).
