PLWG Update PLWG Update Aug 13, 2024 Meeting Aug 13, 2024 Meeting PGRR107 (NPRR1180) Inclusion of Forecasted Load in Planning Analyses PLWG reached consensus on PGRR107 (107PGRR-07 ERCOT comments 071524) and agreed to recommend this revision request for ROS consideration. PLWG recommended changing Load to load or Load forecast in the definition of Substantiated Load, part (c), in NPRR1180. ERCOT submitted comments to PGRR107 on Aug 28 (107PGRR-08 ERCOT Comments 082824) with revisions not considered by PLWG.

PLWG Update PLWG Update Aug 13, 2024 Meeting Aug 13, 2024 Meeting PGRR115 (related to NPRR1234) Interconnection Requirements for Large Loads and Modeling Standards for Loads 25 MW or Greater ERCOT reviewed reply comments (submitted on Aug 13) to ERCOT Steel Mills comments (submitted on July 3). One of the concerns in the comments are related to Section 9.2.5(1) remote-control disconnect requirements for existing large loads, particularly industrial facilities. ERCOT also discussed a potential revision request which will limit how much load can be served at a single station (to mitigate frequency events with the loss of large load), as well as language that modifies ERCOT Planning Guide Section 4.1.1.8 Maintenance Outage Reliability Criteria. PLWG tabled PGRR115 for further discussion.

PLWG Update PLWG Update Aug 13, 2024 Meeting Aug 13, 2024 Meeting PGRR117 Addition of Resiliency Assessment and Criteria to Reflect PUCT Rule Changes PGRR117 revises the ERCOT Planning Guide to reflect the Public Utility Commission s rulemaking which requires ERCOT to conduct a biennial assessment of the ERCOT power grid s reliability and resiliency in extreme weather scenarios and permits ERCOT to recommend transmission projects to address resiliency issues identified in the assessment. ERCOT provided an overview of PGRR117, and discussion was held. PLWG tabled PGRR117 for further discussion.

PLWG Update PLWG Update Aug 13, 2024 Meeting Aug 13, 2024 Meeting NPRR1247 Incorporation of Congestion Cost Savings Test in Economic Evaluation of Transmission Projects As a consultant to ERCOT, Energy and Environmental Economics (E3) recommended system-wide energy cost reduction ( System-Wide Gross Load Cost ) as the most suitable congestion cost savings test. ERCOT provided an overview of NPRR1247, which incorporates the recommended congestion cost savings test into the economic planning criteria in Section 3.11.2. NPRR1247 is pending formal assignment and presented for discussion only.

PLWG Update PLWG Update Aug 13, 2024 Meeting Aug 13, 2024 Meeting NERC Topics Roundtable Mina Turner (AEP) is on the drafting team for NERC CIP-014-4 and plans to discuss the revised standard at a future PLWG meeting. Future topics related to NERC TPL-008-1 Transmission Planning Performance Requirements for Extreme Weather.

  7. PLWG Update PLWG Update Aug 13, 2024 Meeting Aug 13, 2024 Meeting Open Action Item(s) NPRR1070 Planning Criteria for GTC Exit Solutions Remains tabled as ERCOT staff develops draft revision requests.
