Packaging of Catalytic Projects in the District Development Model Pilot Municipalities Jan019
DDM BACKGROUND Cabinet adopted the District Development Model on 21 August 2019 as a practical way to improve cooperative governance and developmental impact across the country. The District Development Model (DDM) is premised on the mantra: one District, one plan, one budget, one approach . The DDM is enhancing the system of cooperative governance as a catalyst for fundamental socio-economic transformation, coherent service delivery and development. Local Economic Development (LED) supported by cooperatives, township and rural economies with economic anchor projects is an important pillar of the DDM. It is important to identify key opportunities and potentials; identify key planned investments and projects and identify actions to support or partner, fund, finance, deliver projects. 2
CON. The DDM advocates for economic positioning the process by which a competitive edge is created that enables domestic and foreign investment attraction and job creation. The economic positioning informs the spatial restructuring that is required. Local Economic Development (LED) supported by cooperatives, township and rural economies with economic anchor projects. Part of our responsibility is to identify key opportunities and potentials. In addition, we are required to identify key planned investments and projects and identify actions to support or partner, fund, finance, deliver projects. 3
CATALYTIC PROJECTS Catalytic projects will be drawn from the completed District Profiles. A prioritisation framework will be developed and applied to the project portfolio to yield the prioritised projects. These projects will require different types of specialist studies, business case and business plans to get the projects to investment stage readiness. These studies will be used to leverage funding from the private and public investors. Once the project preparation has been completed, focussed investment meetings/seminars/platforms will be conducted to secure project investment. The Department of Cooperative Governance in partnership with South African Local Government Association (SALGA) solicited funds through the Commonwealth Local Government Forum (CLGF), that will be utilized to provide support to the OR Tambo and Waterberg District Municipality as one of the District Development Model (DDM) pilot municipalities.
