The United States Department of Agriculture Food and Nutrition Service (FNS) works to provide food and nutrition education to those in need while supporting American agriculture. Their mission is to end hunger and improve nutrition in America. CMD Mission and Vision The goal of the Contracts Management Division (CMD) is to create a world- class acquisition division by focusing on the four (4) Pillars of success: 1) customer service 2) employee appreciation 3) excellence in contracts and policy, and 4) quality outputs. We negotiate and create contracts by providing beneficial solutions using the Federal Acquisition Regulations (FAR) and the USDA Contracting Desk Book. The Contracting Desk Book is intended to be a depiction of departmental policies, procedures and guidance which can be found on the CMD intranet site.
Purpose Statement Our purpose is to provide timely, value added, high quality acquisition support services to the 15 Nutrition Assistance Programs, to ensure that they get what they need to deliver food and nutrition education to the general public, ultimately to end hunger and improve nutrition in America. 4

Programs Supported by CMD Supplemental Nutrition Assistance Program(SNAP) SNAP offers nutrition assistance to millions of eligible, low-income individuals and families and provides economic benefits to communities. SNAP is the largest program in the domestic hunger safety net. The Food and Nutrition Service works with State agencies, nutrition educators, and neighborhood and faith-based organizations to ensure that those eligible for nutrition assistance can make informed decisions about applying for the program and can access benefits. FNS also works with State partners and the retail community to improve program administration and ensure program integrity.
Programs Supported by CMD Supplemental Nutrition and Safety Program(SNAS) SNAS strives to increase awareness, visibility, and impact of food safety on USDA nutrition assistance programs and represent FNS programs in the wider Federal and State food safety community. We provide food safety technical assistance, education, and training for professionals working in child nutrition programs. OFS works closely with the Center of Excellence for Food Safety Research in Child Nutrition Programs at Kansas State University and the National Food Service Management Institute.
