  4. Definitions a (explicit or implicit) refusal to carry a shipment of radioactive material though it conforms to all the applicable Regulations. According to DoSWG, definition is still relevant, some circumstances that are not covered by this definition warrant some updates to this definition. There are three situations that characterize a Denial or Delay of shipment, which are listed below: Denials of and Delays in Shipment of radioactive material Delay: When an intentional delay adds journey time, which reduces effectiveness of the material or renders unusable when delivered the the material Denial: consignment accepted at a point during the journey, even though the consignment complies with all requirements, documentation. When a is not Denial: when there is a policy decision not to accept Class 7 by one of the parties involved in a route, rendering the route to be unavailable regulatory including

IAEA Denial of Shipment Working Group 2023-2026 Membership: Member States, UN Organisations, Non-Governmental Organisations Structure: Chair from a Member State, and Co- Chair may be from Industry Sub-Working Groups (SWGs): SWG-1: DoS Data Collection, Analysis and Metrics SWG-2: Potential Solutions for DoS Problem SWG-3: Communication, Training and Outreach

Proposed Code of Conduct on the Facilitation of the Safe and Secure Transport of Radioactive Material Recommended by the DoS WG Reservations from Iran, Japan and Turkey Voluntary nature, encouraging facilitation Open-ended meeting of legal and technical experts is planned from 15-18 July 2024, Vienna on the draft Code of Conduct on the Facilitation of Safe and Secure Transport of Radioactive Material submitted by the Denial of Shipment Working Group
