SCOPE OF THE PAPER This paper basically provides basic steps in the implementation of State Statistical Master Plan (SSMP) in Kano State The concept of SSMP is to reverse the decline in the quantity and quality of official statistics in the state. Kano State Bureau of Statistics

1.0 INTRODUCTION The Department of Statistics in the Ministry of Planning and Budget came into being since the creation of the Ministry on account of Kano State Gazette No 15 Vol. 2 of 25th April 1968 and revised Kano State Gazette No 20 Vol.92 of 23rd October 1974. The department is the central Statistics office of the state, responsible for collecting/collating statistical data from all MDAs/LGAs. Kano State Bureau of Statistics
1.0 INTRODUCTION CONT. It is headed by Director and assisted by a Deputy Director and six unit Heads with staff strength of 32 No. The main product of the department was the publishing of Annual Statistical Year Book and Price Bulletin. Kano State Bureau of Statistics
2.0 BACKGROUND Kano State Bureau of Statistics was established by law on November2013 and assented by His Excellency on February 5, 2014. The General/Permanent Secretary was effected on 18th September, 2014 appointment of Statistician Kano State Bureau of Statistics
2.0 BACKGROUND CONT. The Bureau commenced with 3No. Pilot Departments from its five (5No.) statutorily approved namely:- Admin & General Services Real Sector and Household Demography, Social Indicator & Databank The 3No. Directors were posted on Posting and Deployment of different categories staff was effected Secured Government approval of a Work Plan consisting of 26No. different statistical survey programmes. 3.0 KEY STEPS FOR THE ESTABLISHMENT OF KANO STATE BUREAU OF STATISTICS Consultation and Participation Workshop to domesticated SSMP SWOT analysis/Findings Memo to Exco on the gaps identified and next steps to reform the SSS. Sending the electronic copy of NBS law 2007 to the State Ministry of Justices for editing to meet the state requirements Kano State Bureau of Statistics
3.0 KEY STEPS FOR THE ESTABLISHMENT OF KANO STATE BUREAU OF STATISTICS CONT Presentation of drafted law to EXCO EXCO directed Chief of Staff to advice and recommend further Chief of Staff seek confirmation from OHCS OHCS presented it findings to EXCO. Council secretariat was directed to passed it to Kano State House of Assembly for enactment Kano State Bureau of Statistics

6.0 CORE MANDATE & FUNCTIONS OF THE BUREAU The core mandate of the Bureau are broadly classified into two:- 1. Coordinating the State and Local Government Statistical System; and 2. Effective management of the State Databank. While specify functions are broken down to dept. level
7.0 ACCOMPLISHMENTS Secured Government approval to implement a Work Plan for the Bureau, consisting of 26No. Survey/System of Administrative Statistics update. Production and dissemination of 2013 Statistical Yearbook. Constituted for the first time State Consultative Committee on Statistics Parley
7.0 ACCOMPLISHMENTS CONT. Enhanced collaboration and spirit of team work among the producers, users, and suppliers of statistics in the State through curtsey calls on MDAs of both Federal and State . Successful hosted study visits from officials of the Jigawa and Yobe States Department of Statistics under the Ministry/Directorate of Budget and Economic Planning. Conducted Dev Info Training Program for 12No. Staff of the Bureau and Ministry of Planning & Budget.
7.0 ACCOMPLISHMENTS CONT. Conducted another Capacity Building Training on Data Collection, Analysis & Presentation for 40No. Staff of the Bureau and Ministry of Planning & Budget. Published and distributed 4No. statistical reports, namely Scorecard Survey, Public Finance Digest, Facts & Figures and Comparative Price Index. Published a zero draft of Integrated Household Survey in the State.
7.0 ACCOMPLISHMENTS CONT. Secured Government approval for the conduct of State-based Multiple Survey, 2015 . Completed data entry for the production of 2014 Statistical Year Book. Conducted a capacity building training on various ICT Skills (SPSS, CSPro,) for 41No. Staff and benefitted from UNICEF Basic M&E tools for the Bureau, Ministry of Planning & Budget Project Monitoring Bureau and other participants from D FO Indicator Cluster
8.0 CHALLENGES Insufficient infrastructure; ICT, library, power supply Inadequate funding Lack of linkage with the private sector Some staff unaware of service offerings of Bureau Staff lack training on data analysis No standalone website
8.0 CHALLENGES CONT. Lack of value for data by both private and public sectors In adequate research institutions within the State Government funding not forthcoming due to dearth in coffers
9.0 NEXT STEPS Backing and enforcement of law leading to obtaining timely and accurate information Entering into partnerships with MDAs and private sector as well as development partners Develop meaningful relationships with the media for data dissemination Potential revenue source in publications Need for improved capacity on qualitative data as well as new methods of data analysis. Able to apply for grants
10.0 CONCLUSION Kanbus has a work force made up of seasoned and dedicated staff. Tools such as infographics, policy briefs and factsheets should be utitilzed for more user friendly reporting. The need to strengthen its position KBS must establish a tight process of interacting with its partners and stakeholders.
