OLA partners with districts, schools, & programs to Center the needs of multilingual learners in culturally and linguistically sustaining curriculum adoption and implementation and ensure equitable access to rigorous and meaningful learning opportunities, including advanced coursework, Early College, Seal of Biliteracy, and world languages. Model shared responsibility for multilingual learner success at all levels of the educational system, across roles, and in collaboration with students, families, educators and community partners. Leverage the TFM (compliance) process as a tool to align instructional resources, systems, and staffing, and work in partnership with educators, families, and students to improve opportunities and outcomes for multilingual learners. Build our collective capacity to meet the needs of specific student groups, including newcomers, refugees, SLIFE, ELs with disabilities, LTELs, and heritage language learners. Create the conditions to promote multilingualism for all students through bilingual education, world and heritage language programs, and the State Seal of Biliteracy, provide guidance and resources to support their successful implementation, and ensure equitable access for ELs to these programs. 5 5

Overview As a consequence of Question 2, the only allowable EL instruction in Massachusetts from 2002 to 2017 was Sheltered English Immersion (SEI). By the time of LOOK Act (2017), there was a desert of bilingual programs and resources in the state OLA has a goal to create the conditions to promote multilingualism for all students through bilingual education The English Learner Education Support grant (181) is designed to seed and nurture bilingual programs 7
Goals English Learner Education Support Goals 1. Develop and/or implement a bilingual program or other alternative ELE program 2. Create and cultivate a bilingual education hub 3. Create and cultivate an ESL Teacher hub 4. Develop, enrich or adopt high quality ESL or bilingual curriculum 8
FC181: What's new this year? While much of the RFP is like previous years, there are a few important changes this year Goal 3: Create (and cultivate) a grow your own ESL Teacher hub that would improve the ESL educator pipeline and will provide training alongside a mentor teacher and concurrent coursework in the area of ESL licensure. Goals 2&3 (Bilingual & Teacher pipeline hubs): Districts applying for funding for these goals will submit ONE application on behalf of the hub The entire application will be completed in GEM$ 9
Eligibility Districts that commit to the multiyear process of implementing a well-developed plan Goal 1: Districts that have not been awarded Goal 1 funding more than three times Priority for districts/consortia with large EL populations 10
FC189 Proficiency-based Outcomes in Languages Other than English 11 11
Grants Overview The 2017 LOOK Act authorized the Massachusetts State Seal of Biliteracy and renewed interest in the study of languages other than English. In 2021, the Board of Elementary and Secondary Education adopted a new World Languages Curriculum Framework. This grant seeks to advance instruction and assessment of languages other than English to support as many students as possible to earn the State Seal of Biliteracy. 12
Goals 1. Assessment collecting data regarding students' proficiency in languages other than English. The assessments used under this goal may satisfy the world language criteria for the State Seal of Biliteracy. 2. Interdistrict/school partnerships to address challenges in world languages. We seek to support districts to develop innovative solutions to the following: 1. Fostering world language leadership in school districts 2. Leading WL departments to implement the 2021 WL Framework 3. Partnering with institutions of higher education to address the WL teacher pipeline shortage. 13
FC189: What's new this year? Goal 1 has not significantly changed, but Goal 2 (interdistrict/school partnerships) is an entirely new goal area. Goal 2: Districts applying for funding for this goal will submit ONE application on behalf of the interdistrict/school partnership There will be caps on how much money districts can apply for (see details in the RFP) The entire application will be completed in GEM$ 14
Timeline RFP posted late August Applicants apply for funding in GEM$ through late September DESE team reviews applications and recommends awards mid October Commissioner s office reviews award recommendations mid October Governor s office reviews award recommendations late November Applicants are notified of award decisions late November Applicants revise information in GEM$ as necessary Funds are available for district use late November/early December 16

What's new this year? (GEM$) Applications to both the FC181 and FC189 will be submitted via GEM$ this year. For an overview of using GEM$, go to the main page (no login needed) and look for Slide Decks from LEA Training Sessions on March 1 and May 1 (5/1/2023). This is an excellent overview with both slide decks and video. 18

Funding Application Roles in GEM$ Every organization must have at least one user with the following roles in order to submit a funding application in GEM$. To be assigned a Funding Application Role in GEM$ follow the directions on the next slide. 1. LEA Grantwriter Users with this role may be an organization s Program Director, Manager, or Lead Agency Representative. LEA Fiscal Representative Users with this role may be an organization s CFO, Fiscal Agent, Business Manager, or Bookkeeper. LEA Superintendent Chief Executive Users with this role may be an organization s Executive Director, President, Director (signing authority for agency), CEO, Managing Director. Requesting a login/funding role from your User Access Administrator To see if your organization has a User Access Administrator (logging in is not needed) In GEM$, go to Search > Organization and enter the name of your district. Click on the name of your district. Use the left navigation menu to access the Address Book. Click on the name of the User Access Administrator to retrieve their email address and phone number. IMPORTANT CHANGE Competitive grant applications are considered submitted when the Superintendent / Chief Executive approves the grant application in GEM$. In order to be considered for competitive funding, the Superintendent/Chief Executive MUST approve the application in GEM$ by the due date listed in the RFP. The Superintendent / Chief Executive Approved Step allows for the organization lead to review and approve the grant application. Removing the requirement for the Part I Standard Contract Form, this step signifies Superintendent /Chief Executive sign off. Any grant budget changes requiring signature, will re-execute this step when amended signifying the organization lead is approving these changes. 22
