Oklahoma Correctional Industries (OCI) provides a variety of products and services to support agencies, ensuring the lowest and best bids are obtained for purchases. The program is self-sustaining, not using state-appropriated funds, and offers diverse manufacturing and service operations. Product lines include office furniture, garments, cleaning chemicals, and more. OCI also handles purchasing requirements for state agencies as per the Oklahoma Corrections Act of 1967.

Overview Oklahoma Correctional Industries Variety of products and services available from OCI. Looking to OCI to support your agency. Requirements and processes for seeking an OCI exception. 2

Did You Know? There is no cost to taxpayers for the extensive Oklahoma Correctional Industries program. Oklahoma Correctional Industries is entirely self- supporting. Salaries of all administrators, factory superintendents, sales representatives, support personnel and offender workers are paid with monies generated from the sale of OCI products and services, NOT state-appropriated funds. In addition to salaries, all equipment and materials required for production are purchased from these revenues. 4

Title 57. Prisons and Reformatories Chapter 8 Oklahoma Corrections Act of 1967 Section 549.1 Authority and Manner of Purchasing Material and Services All articles and services provided by the Department of Corrections in the state of correctional institutions, and not required for use therein, shall be purchased as required by all offices, departments, institutions, agencies, counties, schools, colleges, universities, or political subdivisions or any agency thereof of this state which are supported in whole or in part by this state, if such article or service is the lowest and best bid, and no such article or product may be purchased by any such office, department, institution, agency, county, school, college, university, or political subdivisions or agency thereof from any other source unless excepted from the provisions as hereinafter provided. Purchases made by the above-described state agencies may be made by submitting the proper requisition through the Office of Management and Enterprise Services or by direct order to the prison industries program of the Department of Corrections. 8
Oklahoma Correctional Industries (Mandatory) Articles and services provided by OCI may be purchased directly by any state agency. To order from OCI, submit the proper requisition or purchase order directly to the prison industries program. State agencies may also bid items available by OCI open market, however OCI must be included in the bid. If a state agency has obtained a lowest and best bid from another entity, they must still obtain an exception from OCI to purchase the item from the outsidesource. If the product/services are not available on the State Use schedule, state entities shall still purchase from OCI if the product is the lowest and best bid. 9
Bids and Certifications All offices, departments, institutions, agencies, counties, cities, districts or political subdivisions, schools, colleges, or universities, or agency thereof, or any agencies of the state, which is supported in whole or in part by the state, may purchase the goods or services produced by prison industries of the DOC through properly authorized purchasing authority, or they may place a direct order WITHOUT competitive bid, with the prison industries of the DOC. State agencies shall make maximum utilization of such products and no similar products shall be purchased by state agencies from any other source than the DOC except as provided in subsection C (State Use facility) of this section, unless the DOC CERTIFIES to the State Purchasing Director that it is not able to provide products, and no claim therefore shall be paid without such certification. 10
Title 51. Officers Chapter 5 The Government Tort Claims Act Section 152 Definitions This means an agency can bid a product that is provided by OCI. OCI must be included in the bidders list and solicited. If OCI is not the low bid and all other factors are the same, the agency must obtain a waiver (or the certification earlier referenced), from OCI before obtaining the item/service from the open market bidder. When you request the waiver, OCI may ask you for copies of the winning bid. This is the way they evaluate their pricing and quality relative to the market. 11

OCI Goals The major goal of OCI is to provide HOPE for the future. Helping the offender worker to learn the work ethics needed to function in a productive career by providing meaningful employment during their period of incarceration. Oklahoma made products and services built with pride, confidence and know-how that Oklahoma workers are famous for providing. Providing the offender worker a useful skill with the hope that it will be utilized after the term of incarceration has been completed. Economically conserving taxpayers' money by providing quality products and services to eligible customers at competitive market prices. 14
