  3. COM Duties Shall be provided with NWAL software and be responsible for each team s swimmer data Shall ensure that meet entries use the correct time for each swimmer s events Shall be provided with the meet entries for each upcoming meet Shall be provided with an area where times and results are collected after each event Shall be responsible for entering the meet information during the swim meet Shall record the times of each swimmer in all events as given by the Chief Timer or his designate All swimmer disqualification shall be entered into the results with the swimmer s infraction Shall present the final score to the Meet Referee at the conclusion of the meet.

  4. Attire OFFICIALS' ATTIRE While officiating during any regularly scheduled NWAL swim meet, including Divisional Meets and Invitational Meets, Referees, Stroke and Turn Officials, Starters, Clerk of Course, and Computer Certified Personnel shall wear a standard uniform which bears no writing, symbol, insignia, or other mark identifying the official's NWAL swim team affiliation. The standard NWAL uniform shall be a white collared shirt with sleeves (Sleeves or cap sleeves are allowed for ladies) and navy- blue pants, shorts or skirt. NWAL Board approved shirts with NWAL insignia may be worn on deck by only qualified officials.

Entry Times Official time Time that was achieved in a Dual, Divisionals, or Invitational Meet Unofficial time Time obtained that was not in an official meet (i.e., Time Trials or at practice) An Official time must be used as an entry time, even if it is slower than an Unofficial time Dual Meet and mid-season invitational entries may include Unofficial times as long as they do not have an Official time Mid-season invitational qualifications are always at the discretion of the meet host

  6. Entries An individual swimmer may compete in a maximum of 5 Events at a Dual Meet or Divisionals 3 Individual Events and 2 Relays The exception to this is if a Division has elected to allow swimmers to swim up to 3 relays ALL official meets require an entry time. Only at Time Trials can NT be used as an entry time. Divisionals and End of Season Invitationals may not include Unofficial Times To participate in Divisionals, swimmers must participate in 2 NWAL Certified Dual Meets Participation is defined as a swimmer entering the water in an NWAL event with or without disqualification (otherwise known as a splash), and with or without completing the race

  7. Swim-Ups A Swimmer may swim up in a different Age group in a Dual Meet or Divisionals During the meet the swimmer must swim in the same age group for the entire meet. They may not move up and down during the same meet. If the team decides they want to move a swimmer up after the exchange, then the swimmer may only swim in relays Teams may choose to do this to fill a relay team in an older age group It sacrifices that swimmer s individual times in the age group they entered with the exchange

  8. Relay Rules Alternates for the four swimmers entered in a relay once the meet has started: Any swimmer entered in the meet is an alternate for any relay of their age and gender Work with Head Timer/Scribe to ensure the swimmer s name is verified and written down on the lane timer/scribe sheet Swimmers may not be changed between relays around at the block The order of swimmers within a single relay can be changed at anytime, including while the race is in progress. Once at the block, swimmers may not be moved from an A relay to a B relay.

  9. Exchange In Swimtopia both teams lock out all entry changes and then click on the merge status button to indicate they are ready to merge. The home team is then able to merge the meet (option shows up once both teams indicate they are ready to merge). If you want to include team records in heat sheets, they must be selected BEFORE the merge This must be done by Thursday at 6:00PM (unless otherwise agreed upon by both teams) before the meet, and a PDF of entries generated and sent to the other team The PDF is important because Meet Maestro can be changed after the merge; the PDF serves as the official entry record

Scratch Meeting The morning of the meet a team may scratch a swimmer and re-seed the meet If a swimmer that is scratched (but included in meet entries) shows up to the blocks in time to swim, he/she shall be allowed to swim The Clerk of Course shall be provided with the official entry list as revised at the scratch meeting Heat sheets to Ready Bench covers this All scratches that have occurred after the printing of the heat sheet shall be reported to the Clerk of Course

  11. Seeding Swimmers shall be placed so that a heat progression occurs from slowest to fastest The last heat (fastest) should always be seeded full If there are not enough swimmers for all heats to be full, the first heat should be "short". If the first heat has less than three swimmers, then one or two swimmers from the outside lane(s) in the second heat should be advanced to the first heat to assure the minimum of three. No heat should be seeded with fewer than three swimmers, but subsequent scratches may reduce the number to less than three. Having three swimmers in a heat takes precedence over the last heat being seeded full

  12. Scoring Dual Meets: Individual Events 7-5-4-3-2-1 Relays 7-3 If the same team in a Relay gets 1st and 2nd, they will only get 7 points and the other team will receive 0 Divisional Meets Individual events 14-12-10-9-8-7-6-5-4-3-2-1 Relays 5 Teams 14-10-7-5-3 6 Teams 14-10-7-5-3-1

  13. Timing Devices Four approved timing devices: Manual watches Time Drops Dolphin Touchpad (Colorado/Daktronics) Manual Watches Must use three (3) watches per lane Semi-automated (Time Drops, Dolphin) Must use at least two (2) timing devices per lane Additionally, must have at least two (2) manual watches Touchpad See NWAL touchpad protocol DO NOT MIX TIMING SYSTEMS! I.e., if you have two (2) semi-automated timing devices, a manual watch is NOT to be used as a third time for using a middle time. A time should be determined by one or the other. The manual watch times are only used when an official time cannot be determined with the semi-automated timing devices

  14. Determining Official Time Rulebook: Use of three (3) watches per lane: If two (2) watches agree, this time shall be the Official Time. If none of the watches agree, then the intermediate time shall be the Official Time. If only two (2) watches are operable in a lane, the readings shall be averaged (round up); this average shall be the Official Time If a reading from only one (1) watch in a lane is obtained, it is the Official Time If there is no watch available, it is at the meet ref s discretion on determining how best to use Order of Finish to determine a swimmer s time

  15. Determining Official Time cont. Appendix D Outliers The guiding principle is that preference is given to the timers-based order of finish until it can be demonstrated convincingly that there was a timing error Timer made an error If spread between watches > .3, reason to believe a timing error If inconsistencies do exist, assume the outlying watch does not exist and recalculate the times based upon V.F.4.a. and continue to step 4 If you have 3 watches and 1 is inconsistent, throw the time out. Average the remaining 2 watches to determine swimmer time. Swimtopia will discard a time if it is more than .3 from the other two At least two (2) manual watch times must be recorded on the scribe sheet

  16. DQs Confirm with home team on where official DQs will be written Even if a swim resulted in a DQ, you should still determine the correct Official Time Second verification teams need to agree on if/when this should happen Do NOT wait until the end of the meet to try and do this No results should be posted until this has taken place

  17. Finalize Meet After all times and DQs have been entered and verified, print final score for Meet Ref to verify and sign If there is a tie, the tie-breaker shall be number of first place finishes, then second place finishes, etc. until the tie is broken

  18. Disputes During the meet Only a coach or team rep can raise a dispute, and only to the meet referee After the meet Time change request only (no dispute of DQs) Time change requests should be sent to computers@nwal.org Must come from meet referee Include approval from both team reps
