Norwegian Development Aid to Education in Uganda Presentation to EDPs 09/02/2021 1
Higher Education & Research NORHED I (2013-2020 ) Ugandan Universities involved in 17 projects total of NOK 288,206,384 ( USD approx. 31,995,900) NORHED II (2021-2026) Total overall budget of 1,14 billion NOK over the next 6 years In total, Uganda will be involved in 21 of the 60 new projects * (Contracts not yet signed) THE NORPART PROGRAMME Scholarships for student mobility. The scheme is based on institutional partnerships between universities in Norway and selected partner countries in the Global South. Uganda is involved in 6 projects, all with Makerere University as partner 2
TVET E4D Employment and Skills for Development in Africa. The programme is a cooperation between German GIZ and Norway. The present agreement with GIZ lasts until 2023. BUILDING SKILLS FOR JOBS (11.5 mill NOK 2017-2021) Implemented by Caritas. Target beneficiaries are marginalized youth in Northern. The program enables them to obtain documented and transferable skills and qualifications that are in demand in the aquaculture sector, or that contribute to entrepreneurship/self-employment in aquaculture. Support to Renewable Energy Incubator Project with a focus on renewable Energy and building skills. Has a component of scholarships for 70 students in 3 technical institutions in Uganda. 3
Civil Society & Multilateral channels Frame Agreements Norad will provide approximately 40,4 Million NOK (NOK 40 423 000) towards support to the education sector in Uganda in 2021. The support is channeled through civil society organisations. The largest partners are Atlas Alliance and Save the Children Norway. UNESCO: Norway is providing financial support to UNESCO s work with Uganda in the development and implementation of comprehensive teacher policies. UNESCO s Capacity Development for Education (CapEd) program, which is co-financed by Norway, and the Norwegian Teacher Initiative (financed only by Norway) UNICEF -Norway supports UNICEF s thematic fund for education, which also extends to Uganda. -Support to the Education and Sports Sector Strategic Plan. Nok 4mill ( USD 500,000) ended in Dec. 2020. 4
Civil Society & Multilateral channels (cont) Global Partnership for Education (GPE): Norway contributes to GPE globally and thereby to its activities in Uganda. Education Cannot Wait (ECW) ECW has by the end of 2019 committed 22,2 million USD to Uganda through both its First Emergency Response (FER) and Multi Year Resilience (MYRP) windows. The MYRP is fully based on the Ugandan Government endorsed Education Response Plan for Refugees and Host Communities (ERP) and Comprehensive Refugee Response Framework (CRRF) Project on digitizing data in the education sector Norad has decided to enter into a 3-year agreement with HISP UiO (University of Oslo) to continue the piloting and knowledge gathering around using DHIS2 for digitizing data in the education sector, expanding the ongoing pilot in Uganda and the Gambia. 5
