The ITU Regional Radiocommunication Seminar 2020 for Asia and the Pacific discussed the current NGSO landscape, licensing challenges, advantages, markets to be covered, and licensing requirements. Major NGSO systems and their characteristics were outlined, along with the types of licenses and authorizations needed for NGSO operations. The seminar highlighted the opportunities and challenges in the NGSO sector, including the variety of markets to be addressed from 2022/2023. Dr. Tony Azzarelli presented insights on NGSO advancements and the evolving regulatory landscape.

  8. Current NGSO Landscape Challenges at national level to NGSO systems There is inertia in adopting national regulations for NGSOs. National regulations should be the same as GSO s. The regulatory extension should be quick to adopt. NGSO treated differently than GSO s Some countries are protective of national systems. This hurts the provision of connectivity in a country. Competition drives connectivity and economic progress. Inexistent harmonized regulations. Adopt what other countries have done, eg: equipment standards, blanket licences, exemptions. High Fees for licences Long Time for obtaining licences Adopt cost recovery fees and immediate issuing of licences/or exempt altogether. 8
