The reasoning behind the specification change involves making asphalt adjustments similar on all projects, whether lump sum (LS) or design build (DB). Projects overbuild tonnage items are paid for the amount placed, with adjustments required if the quantity placed differs from the adjusted quantity. SOV quantities are not detailed enough for adjustments per item, hence the need for adjustments on individual asphalt items.

New Lump Sum and Design Build Asphalt Adjustment Reasoning behind the Specification Change
Reason for Change Make asphalt adjustments similar on all projects Lump Sum (LS) & Design Build (DB) similar to conventional projects Adjusted Quantity based on tonnage-weighted average Gmm (Gsb for FC-5) Eliminates adjustment based on Average Sublot Spreadrate See Specification 330 for thickness control/spread rate requirements
Lump Sum and Design Build Projects Overbuild Tonnage Items Pay for amount placed. If overbuild quantity placed differs from Adjusted Quantity, an adjustment is required (positive or negative) No individual asphalt pay items, so use items from Schedule of Quantities in Plans For each asphalt item, pay proportionate percentage of 1 LS for the asphalt placed each month At end of project, calculate the Adjusted Quantity (AQ). If contractor places < AQ, a negative adjustment is needed. If contractor places AQ, no asphalt adjustment.
Why not adjust SOV quantity? SOV quantities do not provide enough detail to make adjustments SOV shows total structural, friction, optional base, & misc. asphalt quantities However, asphalt adjustments need to be made per item
