Project Description/Scope of Work The County of Alameda and the Alameda County Fire Department (ACFD) proposes to construct a new fire-training center Site is across 3.2 acres within an approximately 5.2-acre County-owned parcel adjacent to the existing Fire Station 17 on Gleason Drive in Dublin, CA The new fire-training center would include: An approximately 8,000 square foot (sf) classroom building An approximately 576 sf covered utility yard An approximately 5,500 sf, five-story, training tower with Class A burn rooms Associated site located training props including a live fire flash over prop Approximately 43 parking spaces An approximately 304 sf building accessory building including a Self-Contained Breathing Apparatus (SCBA room and Restrooms An approximately 2,856 sf concrete training area located east of the training tower

DBE Selection Process GSA intends to select and contract with a single Design-Build Entity (DBE) via: Two-Step Selection Process: Step 1: Pre-Qualification of a responsible and qualified DBE Issue Request for Pre-Qualification of Design Build Entity Criteria for pre-qualifying DBE(s) to Proposal Phase and Interviews Step 2: Issue Request For Proposal to Pre-Qualified Prime Contractors Conduct a formal RFP meeting Obtain Non-Disclosure Agreements signed by all firms and subs reviewing bid documentation Obtain site clearance forms for staff intended to come on the job site Issue a full set of drawings and specifications for the job. Receive bids from Qualified Bidders
Outreach Programs SLEB Program Overview Small Local Emerging Business (SLEB) Program applies to the design portion of the project. The SLEB Program is a race and gender-neutral program designed to ensure that small businesses located in Alameda County are given an opportunity to contract with the County and promote the economic growth of the community. Target Firms: Located in Alameda County Meet definition of small or emerging Certified by Alameda County Participation Requirements (if Prime is not a SLEB): A minimum of 20% of professional services portion of the contract value must be subcontracted to certified SLEB firms. CTAP Resource Contactor Technical Assistance Program (CTAP) is a resource that is available for the Contractor, it is not a requirement. Alameda County s CTAP puts County construction contracts in reach for smaller, local vendors. The CTAP program removes barriers historically faced by minority businesses while ensuring that the County gets the best use of taxpayer dollars through more competitive bidding. CTAP support includes bonding assistance, capacity building and connections for diverse businesses. CTAP helps small local contractors obtain bid, payment and performance bonds and/or increase their bonding capacity for work on Alameda County contracts. PS/CBAProgramRequirements On October 6, 2020, the County entered in a PS/CBA (Project Labor Agreement) Project will comply with the requirements of the PS/CBA Agreement Contracts with a construction value of $1 million or more The Design-Build contractor is ultimately responsible for labor compliance on the entire project County has hired a third-party Labor Compliance Program (LCP) administrator LCP Guidebook has been developed for your reference and highlights the requirements, submittals and timelines necessary to be compliant with the program.
Selection Process - RFQ Step 1: Pre-Qualification There are five parts, the rating will be on parts II, III, and IV of the questionnaire Description Scoring Points Part I: Information About the Contractor Part II: Essential Requirements No Scoring Value If the score is greater than zero (0), the contractor is disqualified All questions must be answered correctly to advance to Part III Part III A, B, C, and D: Scored Questions for Contractor, Architect, Core Sub-Contractor and Sub-Consultant Part IV: Recent Construction Projects Completed 113 maximum points for GC and 45 max. points for Architect, 39 for each core sub-contractor and 56 subconsultant. 120 combined points minimum Part III. Pass/Fail (3) completed projects submitted 270 maximum points 135 points minimum required. If the Contractor passes Parts II, III and IV, it is considered qualified to advance to Step 2 (RFP) Only top 4 teams will advance to RFP process.
