Background
 
KZN and EC experienced non feeding in Q1 2023 due
to identified inefficiencies.
Challenges were in Supply chain management (KZN)
and  delayed transfer of funds to schools (EC).
To mitigate
: DBE held a series of engagements,
including visits, meetings, emails, with both PEDs as
well as strengthening monitoring especially in
schools.
Feeding has resumed at both provinces
 and the
progamme is fully operational.

Provincial Performance Q2 2023
 
EC:
 The 
Breakfast programme has been
implemented well throughout the Province. 
75%
of primary schools monitored (705/941) reported
feeding breakfast on the day of the visit. The
Province plans 
to extend breakfast to all
secondary schools in the 2024/25 
financial year. In
terms of menu requirements the province
intensified monitoring and the meals provided to
learners complied with NSNP minimum  feeding
requirements. Furthermore, All schools identified
for phasing in chicken livers  were included in the
first tranche for the year.

KZN
: According to monitoring reports and recently
held  inter-provincial meeting on 20-21 September
2023, the 
programme has been restored successfully
in reverting to SMEs
.
The programme is 
implemented as per NSNP
prescripts
, provision of nutritious meals complies with
the minimum feeding  requirements. The province
focused on 
timeous payment of the SMME’s and
VFH’s
 as key determinants towards ensuring
undisrupted feeding.
Breakfast programme is implemented in all districts.

DBE oversight & monitoring
 
A total of 
131 schools and 7 districts were monitored
, all
visited schools complied with the minimum feeding
requirements.
Provinces

programme
in identified districts and schools
A total of four 
(4) Food Safety workshops 
were conducted
in FS, NW, EC and GP
Seven (7) provinces namely, EC,FS,GP,LP,MP,NW and WC
phased in the 
processed chicken livers project
. KZN & NC
yet to implement the new initiative.

CONCLUSION
 
Ongoing oversight
,
monitoring and support to
PEDs.
It is recommended that the
PC note the update report on
EC and KZN.
