Michigan Revised School Code MCL 380.1711 The intermediate school board shall do all of the following: (a) Develop, establish, and continually evaluate and modify in cooperation with its constituent districts, a plan for special education that provides for the delivery of special education programs and services Office of Special Education 4

8. Section One: Public Awareness and Child Find ISD procedures for locating, identifying, and evaluating students who need special education programs and services. ISD activities, including partnerships with community agencies, and the forms of media used in the ISD outreach efforts Special education contacts who can provide information and are responsible for implementation Office of Special Education 8

R 340.1832(e): Option Two Requirements When operating a program outside of part three, the description must include the following: Name of the program or service Student population to be served Role of teachers Certification and/or endorsement of the teachers and service providers Number of staff for the program/service Office of Special Education 13

15. Section Four: R 340.1832(h) Paraprofessional Qualifications Requires a description of the qualifications of paraprofessional personnel. Paraprofessional personnel include, but are not limited to, teacher aides, health care aides, bilingual aides, instructional aides, and program assistants in programs for students with cognitive impairment or severe multiple impairments. Section Six: R 340.1832(i) Millage Fund Distribution A description of the method of distribution of funds under R 340.1811(5): R 340.1811(5) ISDs shall submit the desired method for the distribution of funds, as required under section 1711 of 1976 PA 451, MCL 380.1711. Section Eight: Surrogate Parents Per the State Board of Education Policy for the Appointment of Surrogate Parents for Special Education Services: Each ISD Plan or interagency agreement must provide a description of how the pool of surrogate parents is maintained and how appropriate training is provided to potential surrogate parents. 24. R 340.1833: Cooperative Development ISD plans, or any modification thereof, shall be developed in cooperation with: constituent local school districts, public school academies, and the parent advisory committee. MDE Office of Special Education 24

R 340.1835: Plan Signatures Each ISD plan, or modification thereof, shall be signed by: The ISD superintendent signifying approval by the ISD board, The superintendent of each constituent local school district, The chief executive officer of each public school academy, and The chairperson of the PAC, signifying involvement in the development of the ISD plan. 27. R 340.1837(1): Approval of ISD Plans ISD plans, or modification thereof, or any changes to the ISD plan based on an objection to the plan, shall be approved by the superintendent of public instruction. MDE Office of Special Education 27

28. State Board of Education Summary The ISD must complete a Summary of Changes to the ISD plan within Catamaran. The Summary is used as an informational document to notify the State Board of Education of the State superintendent's approval of an ISD plan. MDE Office of Special Education 28

R 340.1837(2): Approval of ISD Plan The ISD superintendent, or superintendent's designee, shall advise each constituent local school district superintendent, each chief executive officer of a public school academy, and the chairperson of the PAC as to whether the intermediate school district plan was approved by the superintendent of public instruction. R 340.1831(4): Plan and Modification Submission The department may require an intermediate school district to modify its plan if, after the effective date of the IDEA, the provisions of that act, its regulations, 34 C.F.R. 300.1, et seq., 1976 PA 451, MCL 380.1 et seq. or these rules are amended, there is a new interpretation of any of these laws or regulations by the USDOE, the department, or court, or the department finds noncompliance.
