Local Context:  
Within Warwickshire, each of the Local
Authorities, together with Police, Education and Health sectors
are looking to work with communities to deliver the
Governments Prevent Strategy. Prevent is essential to provide
support and assistance to vulnerable individuals at risk of being
groomed in violent extremist activity – to help safeguard
individuals before any harm to them or to others can occur. In
this Newsletter we set out some of the recent developments that
have taken place affecting Prevent over the last 3 months, both
nationally and locally. This has been a period of unprecedented
change affecting our communities and there have been
significant developments concerning the risks around
radicalisation and safeguarding our communities.

The Educate Against Hate website provides a wide variety of
information and support regarding Prevent, one which is regularly
updated to reflect current developments of interest to partners
from all sectors.  However, Educate Against Hate is particularly
relevant for colleagues in Education and offers advice and trusted
resources to help schools comply with the Prevent duty, build
resilience to all types of extremism and promote shared values.

Commission for Countering Extremism
Colleagues may be interested to follow the
changes at the Commission for Countering
Extremism, where Robin Simcox has been
appointed as Interim Lead Commissioner of
the Commission for Countering Extremism.
His appointment for six-months initially will
involve working across Government and with
external partners to advise on how to tackle
extremism in all its forms, including on the
future role of the Commission and on how
Government could further harness innovative
thinking within the academic and think-tank
sector on tackling extremism.
 Mr Simcox’s appointment follows the end of
Sara Khan’s three- year tenure leading the
Commission. The Former Lead Commissioner
has been appointed by the Prime Minister as
Independent Advisor on Social Cohesion and
Resilience at the Ministry for Housing,
Communities and Local Government.
Robin Simcox said: “It’s a great honour to be
appointed the Interim Lead Commissioner for
Countering Extremism. I look forward to
building upon the valuable work already
undertaken 2by Sara Khan and her team.
Extremism is a scourge that has the potential
to impact us all. There can be no place for it in
the UK.

Consultation on Protection Duty

Launch of Consultation on Protect Duty
The government has set out its proposals for consultation on a new Protect
Duty, a legal requirement for public places to ensure preparedness for and
protection from terrorist attacks.   The Protect Duty delivers on a manifesto
commitment to improve the safety and security of public venues and spaces,
drawing on lessons learned from previous terrorist incidents.
Home Secretary Priti Patel said: “I have heard first hand from those who have
sadly lost loved ones in horrific terror attacks, and thank them for their tireless
work to ensure others do not share their tragedy.  This Government has
already taken significant steps to amend our powers and strengthen the tools
for dealing with the developing terrorist threats we face, and we will always
take the strongest possible action to protect our national security.  That is why
we want all organisations responsible for public venues and spaces to put
public safety and security first.”
 Whilst subject to consultation, the intention is that the Duty would apply to
specified owners and operators of public venues, large organisations and those
responsible for public spaces.  It would require those in scope to consider
terrorist threats, and consider and implement appropriate and proportionate
protective security and organisational preparedness measures.  The
government also continues to engage with a range of businesses and industries
to encourage them to adopt best practice, as well as working alongside
Counter Terrorism Police and the Centre for the Protection of National
Infrastructure (CPNI) to extend the reach of appropriate advice, guidance and

This Home Office approved course provides an introduction to Prevent and provides awareness of
what may make someone vulnerable to radicalisation; the signs and behaviours linked to
radicalisation and the support available to safeguard individuals.
It is an excellent interactive course for delegates to discuss what can influence people to engage

The Prevent Duty was established in 2015 and since that
time many people have attended the Workshop to Raise
Awareness of Prevent.  However, the changing nature of
the threat and risk 
associated
 with Violent extremism
means that we need to refresh our understanding of how
vulnerable individuals can be radicalised and how we can
work together to challenge this.  In particular over the last
year, the impact of COVID-19 has seen the rise of new
Prevent related risks we need to be aware of.  A new
training course has been prepared for this purpose, and
covers:-

suitable for those staff that have attended WRAP previously and need a refresh as well as those
who are new to Prevent.

vulnerable individuals, not just through radicalisation, but other forms of potential harm.  The
content includes, the impact of different social media apps, the Dark Web, gaming as well as
guides to help keep safe online.  Over the last 12 months there have been a significant number of
risks and challenges that have occurred to safety online, with the impact of COVID-19 in
particular making it even more important that we help to keep vulnerable people safe from harm.

pandemic, colleagues will be aware that more people have spent time at home online, with more
extremist and conspiracy content than before seeking to target vulnerable individuals.  This
leaflet provides very practical guidance specifically to help parents and carers keep the
household safe.  We would be very grateful if you are able to assist in making this widely
