Labour Force Survey (LFS): draft delegated/implementing acts Item 3.2 of the draft agenda DSS Meeting 27 and 28 June 2019
Background 23-24 May 2019: first discussion by DSS 13-14 June 2019: discussion by LAMAS of open issues 27-28 June 2019: discussion of the revised version of the LFS regulations taking account of the outcome of both meetings
Background May DSS meeting: - Support to LFS delegated/implementing acts - Review all references - Align the LFS and SILC acts regarding in particular the definitions and quality reports - Some technical issues to be further discussed in the June LAMAS meeting June LAMAS meeting: - Mainly discussed Articles 3 (description of variables) and 7 (data gathering periods and methods), Annex II (list of variables/codes/filters) and III (flowcharts)
LFS implementing measure
Changes implemented after DSS of May - All references updated - Alignment between LFS and SILC; no change for LFS - Changes in: Article 2.6: Definition of uniform sample distribution of the annual/quarterly sample Article 4.3: Extension of the target population for the module on reconciliation between work and family life: 18-64 to 18-74 Article 7: Title change from data gathering periods to data gathering periods and methods Article 7.2: Reformulation of the exception as regards the extension of the interview period Article 7.3: LAMAS supports keeping it (with specification of CAPI/CATI/CAWI as computer-assisted interviewing methods)
Changes implemented after DSS of May - - Annex II (list/codes/filters of variables): Small changes in variable names for 2 variables (AVAILBLE, AVAIREAS) Changes of codes for variables HHTYPE, WEIGHTS, Household composition, TEMPREAS as well as ESTQUAL and JOBOBSTA for the 2021 module on migration Change of filters for variables HHWISH, FINDMETH, SHIFTWK
Changes implemented after DSS of May - Main OPEN ISSUE on region of work (REGIONW) variable: transmission of NUTS 3 or NUTS2 information Great policy interest for NUTS3 for place based policy making Produce data by territorial typologies (urban/rural; metropolitan and coastal typologies) Look at commuting from rural to intermediate or to urban regions, from coastal to non-coastal (or vice versa) or from non-metropolitan to metropolitan regions Data at NUTS 3 level not intended for direct dissemination but for aggregation Reservation of some Member States given risk of direct dissemination of NUTS3 information and difficulty to collect data on region of work for people working abroad
Changes implemented after DSS of May - LAMAS agreed on DSS to take the final decision on the following proposal: Transmission of NUTS 3 for people working in country of residence; NUTS 2 for people working outside country of residence With a Eurostat commitment on no direct dissemination at NUTS 3 level
Changes implemented after DSS of May - - Annex III (list/codes/filters of variables): Reference to casual work/small job sub-module in paragraphs 9 and 12 block W1 Flexibility in the order of the absence submodule/unpaid family work question in paragraph 12 (blocks W1 and W2)

Exchange of Views Annex II Filter of DEWEIGHT: DE: also include people having joined the household after the first wave AT: to be changed into everybody in the target population -> Estat agrees to change the filter to everybody in the target population where households are sampled; DEWEIGHT should be the inverse of the probability of selection of the household

Exchange of Views Periodicity of variable REGISTER (Registration at public employment office): quarterly/annual -> Variable REGISTER moved from the Willingness to work to the Income from unemployment detailed topic -> LAMAS decision of 2015 to have a quarterly periodicity
DSS members are invited to: - Take note of the revised versions of the delegated and implementing acts - Express views on the proposal for the REGIONW (region of work variable); - To support the implementing/delegated acts in view of its submission to the ESSC for approval/consultation
