  2. Health Access Nurturing Development Services (HANDS) Tobacco Funding: $7,000,000 Voluntary home visitation program administered primarily by local health departments. Designed to assist overburdened parents/caregivers during the prenatal period until the child s third birthday, improve health outcomes for both mother and child, and improve social outcomes for child and family. 2 Kentucky Department for Public Health

HANDS Funding sources: Master Tobacco Settlement Funds Medicaid Fees General Funds Maternal Infant Early Childhood Home Visiting Grant (Federal) Tobacco funds are used for Medicaid match In FY23, 3,696 families served through the support of Tobacco Funds Kentucky Department for Public Health 4

Early Childhood Mental Health (ECMH) Tobacco Funding: $900,000 Purpose: to build capacity to meet the mental health needs of young children and their families by partnering with the Departments for Public Health and Behavioral Health, Developmental and Intellectual Disabilities Structure: funds support Early Childhood Mental Health Specialists in the regional Comprehensive Community Mental Health Centers (14 total) ECMH services include working with community child-serving agencies to: Consult on social-emotional issues Train on social-emotional issues Evaluate/Assess children ages birth through 5 Provide therapeutic services to children ages birth through 5 and their families Kentucky Department for Public Health 5

  6. EMCH Accomplishments FY23 3,997 hours billed serving children and families Consultants provided 2,755 training hours to child-serving agencies. Provided training to 1,336 early care and education staff in Head Start, child care, and state-funded preschool programs. Increased capacity to implement services based on evidence-based practices/programs such as: Parent-Child Interaction Therapy Trauma-Focused Cognitive Behavioral Therapy Conscious Discipline Kentucky Department for Public Health 6

  7. Child Care Health Consultation (CCHC) Tobacco Funding: $900,000.00 Kentucky Child Care Health Consultation for a Healthy Start in Child Care began in 2000. The program provides consultation and technical assistance on health, safety and nutrition for children ages birth to 5 to child care providers. Trained childcare health consultants from local health departments participate in joint activities with Child Care Aware and Kentucky All Stars program in their areas to ensure collaboration and coordination on issues impacting the quality of child care.   8. CCHC Accomplishments CCHC consultant provided 1,016 training hours to child care providers. CCHC provided 2,189 hours of consultation to child care providers. CCHC TA Center fielded 42 total calls. Kentucky Department for Public Health 8

  9. Early Childhood Oral Health ($2.33M) Thirty-eight (38) health departments are supported with tobacco funds. In FY22, over 13,000 services were provided, significantly increasing since the pandemic. Fifteen (15) training sessions were provided (YTD) in 2023. Varnish kit ordering is up over CY22, reflecting the resumption of clinical services post-pandemic. Funded UPIKE for special pediatric equipment for the new dental school. Supported a survey of the dental status of children under six years of age. Expanded the number of Public Health Dental Hygiene teams by three for a total of eleven.   10. Early Childhood Oral Health ($2.33M) Cont. Provided fluoridation equipment to smaller municipal water plants Funded programs with both dental schools to reduce the educational debt of recent graduates in exchange for practice in areas of dental need. Eight students for FY23 and four for FY24. Assisted in sustaining the UK dental clinic in western Kentucky. Supported special projects in both dental schools to improve dental care for children under six years of age. Allocated funds for Pike County Health Department to revitalize their dental suite to better serve children in Pike County. This is a partnership between the health department, UPIKE and Big Sandy CTC. Sponsored the parent-facing pages of the Kentucky Oral Health Coalition s webpage to improve literacy and access to care.
