override,  and in all ways negate any older
versions of  guidelines previously received.
Please shred, burn or otherwise destroy any
previous versions of ITA Guidelines as they are

Accounts established by the Department of
Commerce, Alabama Workforce Development
Division Board on behalf of the Workforce
Innovation and Opportunity Act to assist Adult,
Dislocated Worker and Youth participants in
attainment of Training Services through
scholarships will be called
Individual Training Accounts 
(ITAs)

Individual Training Accounts are not
“entitlement programs”.
The “need” for training must be indicated
through the assessment process and
documented in Case Notes and on the IEP/ISS.

ITA participants are empowered through
Career Exploration via Labor Market
Information, Career Planning and Guidance
provided by Career Center staff and
Information found on the Eligible Training
Provider List (ETPL) as they make a
responsible decision deciding on training
which best meets their occupational goals.

Individual Training Accounts will be provided for
participants to fund training in high-wage and high-
demand occupations that have potential for future
growth, that align with ACCCP and which lead to
economic self-sufficiency (200%).

IN-DEPTH INTERVIEW
An in-depth interview will be used to gather more
specific information on a job seeker’s past work
history, training and education previously received,
levels of employability, and career goals
The interview may also assist in identifying
employment barriers and supportive service needs
not discovered earlier so that appropriate referrals
can be made for the customer

ACADEMIC ASSESSMENT
TABE 
The Test of Adult Basic Education (TABE) will be used
for determination of basic skills levels for Adults,
Dislocated Workers and Youth and 
should be
administered by Adult Education Partners
All ITA applicants will be given the TABE Locator Test
to determine suitability for an ITA

Applicants MUST score “M” Level or higher
on the TABE Locator Test to be considered for
an ITA
Applicants scoring less than M Level on the
Locator will be referred to Adult Education
programs for basic skills remediation

Locator, they may be provided an ITA
There is no limit to the number of times an
applicant can retake the Locator, as long as,
they are actively receiving remedial services

strategy jointly developed by the participant and the
Case Manager that identifies employment goals,
achievement objectives, and a combination of services
for the participant to

achievement of employment goals

program must be covered by Pell Grant or

UNAVAILABILITY OF FUNDS
ITA Funds will no longer pay for:
After-graduation, expenses such as certification
or licensing fees will no longer be paid by ITA
funds
Students may apply for supportive services
assistance with costs associated with certification

Welcome to the 2021 WIOA Individual Training Account Training Summit. These guidelines supersede older versions and detail the establishment and utilization of Individual Training Accounts (ITAs) to assist participants in attaining training services. ITA participants are guided through career exploration and empowered to make informed decisions regarding training options. ITA GUIDELINES TRAINING June 2021 These July 2021 WIOA Individual Training Account Guidelines supersede, replace, override, and in all ways negate any older versions of guidelines previously received. Please shred, burn or otherwise destroy any previous versions of ITA Guidelines as they are no longer applicable.

  4. ITA GUIDELINES TRAINING June 2021 Accounts established by the Department of Commerce, Alabama Workforce Development Division Board on behalf of the Workforce Innovation and Opportunity Act to assist Adult, Dislocated Worker and Youth participants in attainment of Training Services through scholarships will be called Individual Training Accounts (ITAs)

  5. ITA GUIDELINES TRAINING June 2021 Individual Training Accounts are not entitlement programs . The need for training must be indicated through the assessment process and documented in Case Notes and on the IEP/ISS.

  6. ITA GUIDELINES TRAINING June 2021 ITA participants are empowered through Career Exploration via Labor Market Information, Career Planning and Guidance provided by Career Center staff and Information found on the Eligible Training Provider List (ETPL) as they make a responsible decision deciding on training which best meets their occupational goals.

  8. ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List Provides information on cost and length of training Provides information on success rates of training providers

  9. ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List Cost information found on the ETPL will be entered by the provider There will be no lump sum costs on the ETPL. All costs will be itemized

  10. ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List Will be updated yearly ETPL will be available to enter new Training programs or update info from July 1 through October 31 each program year

  11. ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List in the WIOA column Approved programs will have a Providers MUST be in business for 18 months to be added to the ETPL

  12. ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List Programs MUST have 12 months of successful performance data to be added to the ETPL Credentials provided must be in alignment with the Alabama Committee on Credentialing and Career Pathways (ACCCP)

ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List Are reasonable in cost in comparison with other training programs offered by other providers in a region, a local area, or throughout the State Training will lead to family sustaining wages as identified on the LLSIL 200% Poverty Level

  14. ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List Programs funded solely by WIOA funds will be removed from the ETPL Programs must award certificates during training and not wait for test results or National Certifications

  15. ITA GUIDELINES TRAINING June 2021 Eligible Training Provider List Training-related employment is the expected outcome for all programs on the ETPL Providing credentials is not enough, as all participants, must meet 2nd & 4th quarter entered employment

  19. ITA GUIDELINES TRAINING June 2021 Individual Training Accounts will be provided for participants to fund training in high-wage and high- demand occupations that have potential for future growth, that align with ACCCP and which lead to economic self-sufficiency (200%).

ITA GUIDELINES TRAINING June 2021 CUSTOMER SERVICE Customers can be served at any Career Center regardless of the type of training they request within the Governors Local Workforce Area (GLWA) GLWA Career Centers can serve any Training Provider on the State of Alabama ETPL regardless of their location

ITA GUIDELINES TRAINING June 2021 COMPREHENSIVE ASSESSMENT All ITA participants must receive a Comprehensive Assessment including: In-depth Interview Academic Assessment Aptitude/Interest Inventories Objective Assessment Summary & Individual Employment Plan Service Strategy Dashboard for Alabamians to Visualize Income Determination (DAVID)

ITA/IR GUIDELINES TRAINING June 2021 IN-DEPTH INTERVIEW An in-depth interview will be used to gather more specific information on a job seeker s past work history, training and education previously received, levels of employability, and career goals The interview may also assist in identifying employment barriers and supportive service needs not discovered earlier so that appropriate referrals can be made for the customer

ITA GUIDELINES TRAINING June 2021 ACADEMIC ASSESSMENT TABE The Test of Adult Basic Education (TABE) will be used for determination of basic skills levels for Adults, Dislocated Workers and Youth and should be administered by Adult Education Partners All ITA applicants will be given the TABE Locator Test to determine suitability for an ITA

  26. ITA GUIDELINES TRAINING June 2021 TABE Applicants MUST score M Level or higher on the TABE Locator Test to be considered for an ITA Applicants scoring less than M Level on the Locator will be referred to Adult Education programs for basic skills remediation

  27. ITA GUIDELINES TRAINING June 2021 TABE Once applicants score M Level on the TABE Locator, they may be provided an ITA There is no limit to the number of times an applicant can retake the Locator, as long as, they are actively receiving remedial services

  28. ITA GUIDELINES TRAINING June 2021 RECORDING ITA GRADE LEVELS IN AW! To record TABE scale scores in AW! Staff Profiles Case Management Profile Assessments Basic Skills Assessment After remediation, customers should retest, and upon reaching the required Locator Score, that information should be entered in AW! Case notes should state the customers deficiency and, upon remediation, their proficiency and readiness to be served in an ITA

ITA GUIDELINES TRAINING June 2021 APTITUDES / INTEREST INVENTORIES There are many acceptable diagnostic tools that may be used to determine occupational skills, abilities and aptitudes for all Adults and Dislocated Workers enrolled in an ITA My Next Move (www.MyNextMove.org) My Skills My Future (www.myskillsmyfuture.org) Career Infonet: (www.careerinfonet.org) Career One Stop: (www.careeronestop.org) Key Train: (www.keytrain.com)

  30. ITA GUIDELINES TRAINING June 2021 APTITUDES / INTEREST INVENTORIES The recommended tool used to determine Occupational Aptitudes, Interests, Skills and Abilities in Alabama is MyNextMove which is recommended by the U.S. Department of Labor My Next Move (www.MyNextMove.org)

ITA GUIDELINES TRAINING June 2021 Development of Objective Assessment Summary & Individual Employment Plan Service Strategy The Individual Employment Plan (IEP) is an on-going strategy jointly developed by the participant and the Case Manager that identifies employment goals, achievement objectives, and a combination of services for the participant to determine career pathways leading to attainment of career objectives and achievement of employment goals

ITA GUIDELINES TRAINING June 2021 Development of Objective Assessment Summary & Individual Employment Plan Service Strategy The IEP/ISS/Case Notes document information considered when deciding to provide an ITA: Case Notes are an integral part of the IEP/ISS As participants progress through training the IEP/ISS/Case Notes are continuously updated and amended to record the participant s progress toward stated goals

ITA GUIDELINES TRAINING June 2021 Development of Objective Assessment Summary & Individual Employment Plan Service Strategy The greater majority of ITA participants in Alabama are economically disadvantaged. ITA funding can not fully meet all financial needs of a participant enrolled in training Make sure you document all Unmet Needs of a participant in the Supportive Services section of the IEP and Case Notes

  34. ITA GUIDELINES TRAINING June 2021 Case Notes Case notes should be titled according to the nature of the contact or stage of the WIOA process the client is in. Generic Subject Lines should be avoided when entering notes (ex: Monthly Contact or Client Contact ). Examples of Suitable Subject Lines for Case Notes WIOA Eligibility WIOA Enrollment Client Start Training Client Completed Training Credentials/MSGs Received and Entered Termination Received [Month] Monthly Contact [Month] Follow Up

ITA GUIDELINES TRAINING June 2021 DAVID - Dashboard for Alabamians to Visualize Income Determinations Good job training for an in-demand career can help increase earnings and raise the standard of living. Higher income from a new career can put the participant on a path toward self-sufficiency, which is when all bills are paid without having to rely on public assistance

  36. ITA GUIDELINES TRAINING June 2021 DAVID - Dashboard for Alabamians to Visualize Income Determinations Making an informed choice can be difficult when enrolled in public assistance programs. As earnings increase, benefits from some of these programs can be lost, but this potential loss can be difficult to predict. This dashboard can help individuals better understand these changes

ITA GUIDELINES TRAINING June 2021 DAVID - Dashboard for Alabamians to Visualize Income Determinations This dashboard gives information about which in-demand careers likely to help overcome a loss of public assistance and leave individuals in a better position financially. The dashboard also shows how long it will take to achieve self- sufficiency on a chosen career path

ITA GUIDELINES TRAINING June 2021 VALUE OF THE COMPREHENSIVE ASSESSMENT The determination to provide ITA funds to an individual is based solely on the Comprehensive Assessment No such thing as one and done Stackable Credentials in a Career Pathway Previous Degrees Out of date and no longer in demand. Change in Personal Circumstances Previous funding by WIOA/WIA/JTPA/CETA does not automatically rule out training

ITA GUIDELINES TRAINING June 2021 PRE-REGISTRATION ACTIVITIES All Alabama Career Centers must have pre- registration activities/packets designed to assist in the career exploration portion of a comprehensive assessment that identifies a career pathway for a potential participant Pre-registration packets must be returned in a timely manner if a potential participant expects to enter class in a timely manner

ITA GUIDELINES TRAINING June 2021 PRE-REGISTRATION ACTIVITIES These Pre-registration Activities should help potential students to think about the training they have requested and its value to them make them think about the impact this decision will have on their lifestyle help them think about their career pathway to future careers These Activities should not be designed to screen applicants out be punitive in nature

ITA GUIDELINES TRAINING June 2021 GENERAL WIOA ORIENTATION These orientations should be conducted regularly and early enough to allow participants time to complete all necessary requirements for ITA enrollment These orientations should be advertised at the Career Center and through social media and may be conducted in several sessions depending upon the number of interested customers

  47. ITA GUIDELINES TRAINING June 2021 ITA Orientation Prior to entering training approved ITA participants must attend a mandatory ITA Orientation May be conducted in a group setting or on an individual basis

  48. ITA GUIDELINES TRAINING June 2021 ITA Orientation Refer to ITA Guidelines Page 18 & 19 for topics to be covered Make sure you discuss Follow-Up!!! Upon completion of Orientation, participants will sign the Training Rules and Responsibilities form.

  49. ITA GUIDELINES TRAINING June 2021 ITA Orientation Participants are required to report each term to review, initial and date the Rules & Responsibilities form Failure to report, provide required information and sign the R&R form will result in a hold being placed on the participant s funding

ITA GUIDELINES TRAINING June 2021 FUNDS AVAILABILITY ITA funds are available for tuition and fees ONLY Pell Grant, WIOA Supportive Services, or other funding will pay for books and supplies If the training is not Pell Grant eligible, the ITA will cover tuition, fees, books & supplies up to the maximum cost category amount
