Research for Development practitioner with over 30 years of rich experience in international research for development practice and tertiary education in many African and European countries. Coordinator of the H2020 LEAP4FNSSA project. Until August 2020, was the Director of Research and Innovation at The Forum for Agricultural Research in Africa (FARA). Dr. Irene Dr. Irene Annor Annor- -Frempong Frempong Commissioner of the Global CGIAR Commission on Sustainable Agricultural Intensification (CoSAI) (2020 2021). In FARA, she led the strategic orientation of research and innovation and coordinated many Africa-wide projects and programs including the Science Agenda for Agriculture in Africa Served on several continent-wide Boards and Steering Committees including; the World Bank Africa Centres of Excellence (ACE) program and the Consultative Advisory Group on Partnership for Skills in Applied Sciences, Engineering and Technology (PASET). A Ghanaian by birth, Holds PhD from the Veterinary School, University of Bristol, UK; M Sc. in Animal production science from Wageningen University and Research. 1. STRATEGIC FUNCTION: i) The General Assembly Representatives of all the member institutions of the IRC Tasks Appoints Council and Council chairs, EAC members and Secretariat Heads / co-Heads Represents the IRC and participates in AU-EU Summits and Ministerial meetings The GA is co-chaired by representatives (1 or 2?) of African institutions and representatives of European institutions. The co-chairs are appointed by consensus for a two- year period. Following the principle of a rotating presidency, the co-chairs of the current year and of the ensuing year jointly prepare the GA. Ratifies IRC policies, strategic and operational plans, Working groups and themes and approaches (e.g. clustering approach) Considers progress of Working Groups towards achieving the overall strategic goals of the IRC. Sets priorities guiding the work of the IRC in order to deliver on the strategic orientations of the R&I FNSSA Roadmap. Functioning Meets once a year, except when an exceptional GA is needed. GAs are held alternatively in an African or in a European country. LEAP4FNSSSA IRC Webinar May 11th, 2022 Decisions by the GA are taken by majority rule.
1. STRATEGIC FUNCTION: i) The Council 11 representatives of active IRC members, the Chairs of the GA could chair the Council Tasks Oversees the work of the Secretariat and ensures its proper functioning Ensures the decisions of the GA are carried through Discusses and approves Working Group activities and progress. Approves projects and actions, and their monitoring Ensures IRC representation on and participation in the FNSSA Working Group, the HLPD Bureau and its processes Functioning Works based on roles of the GA and informed by the functions and actions of the Working Group. 2. ADVISORY FUNCTION: External Advisory Committee (EAC) Strategic advice to reach the objectives of the IRC in terms of research, innovation, training, and impacts on FNSSA in Europe and in Africa Composition Tasks Brings advice to the GA, the Council and the Working Groups. Up to 7 independent members elected or appointed by consensus by the GA (non-IRC member?) selected for their merits and appointed intuitu personae) based on criteria defined by the GA. Responds to specific requests from the GA or Council on technical advice Mandates are for two years, renewable only once. Functioning Works upon referral from the GA or the Council and meets at least once a year Its opinions are expressed by consensus. LEAP4FNSSSA IRC Webinar May 11th, 2022
3. OPERATIONAL ARM: Working Groups Ensure an inclusive participation to the benefit of all members. Composition Tasks Composition and orientation of the Working Groups depends on the clustering approach approved by the GA They propose thematic or sector targeted actions (calls for proposals, capacity building activities ) in line with the strategic priorities defined by the GA. They implement and report to the Council and subsequently to the GA. Clusters Functioning Formed based on GA approved approach, as groups around specific issues of interest to the IRC (operational / thematic / geographic / ad hoc) Report to the General Assembly and the Council Benefit from the support of the Secretariat LEAP4FNSSSA IRC Webinar May 11th, 2022
4. SUPPORT FUNCTION The Secretariat Includes 4 (?) FTE, members of African and European institutions; 1 or 2 contact persons from IRC members Tasks Organizes the GA, meetings of Council, EAC, WGs, incl. the editing of documents, and follow-up of GA / Council decisions With guidance and approval from Council, it launches R&I FNSSA calls for proposals; Facilitates activities of Working Groups, their implementation of projects and actions and the monitoring and evaluation Facilitates activities of all governance structures and ensures effective coordination among stakeholders to implement activities Undertakes the relevant knowledge management, communication and dissemination of project results and IRC progress Through the Council, facilitates the work of FNSSA Working group and the HLPD Functioning Coordinates in a rotating system of responsibilities to avoid coordination monopoly by organization or country Works under authority of GA co-chairs. Engagement with Funding agencies to facilitate Technical and Financial reporting, Quality assurance, M&E To assure continuity, only one African and one European institution rotates every 3 yrs LEAP4FNSSSA IRC Webinar May 11th, 2022

Questions for discussion 1. 4 Governance structures have been proposed. Strategic- the (GA), Advisory- the EAC, Operational the WG informed by clustersand Support the Secretariat Are these sufficient? 2.
