IPPC Standard Setting Process Overview
The IPPC Standard Setting Process involves four stages: Developing the List of Topics, Drafting, Consultation and Review, and Adoption and Publication. Stage 1 focuses on Developing the List of Topics through biannual calls for topics, reviews, modifications, and setting priorities. Stage 2 involves drafting specifications and ISPMs, while Stage 3 includes the consultation and review process with stakeholders. Finally, Stage 4 covers the adoption and publication of the standards.

Stage 1: Developing the List of topics Step 1: Biannual call for topics CPs and RPPOs SC CPM Reviews List of topics Strategic Framework Criteria Proposed topics Modifies and sets priorities Submit topics draft specification literature review justification support by others Adjusts and adopts the List of topics
Stage 1: Developing the List of topics Step 2: Annual review of the List of topics Reviews the List of topics SC Recommends changes to the CPM Reviews the List of topics recommended by the SC CPM May insert an urgently needed topic into the List of topics Makes any additional changes and adopts the List of topics
Stage 2: Drafting Step 3: Development of a specification Assigns a lead and assistant steward Reviews and approves the draft specification for 60-day consultation SC Submit comments on the draft specification Members Reviews comments and provides recommendations to the SC based on the comments Steward Revises and approves the specification SC
Stage 2: Drafting Step 4: Preparation of a draft ISPM SC Experts called and selected ISPM drafted or revised Recommended to SC Reviews and approves the draft ISPM for the first consultation EWG/TP
Stage 2: Drafting Step 4: Preparation of a draft DP SC Experts called and selected Lead author and editorial team selected DP drafted Expert consultation (IPP) TPDP review Recommended to SC Reviews the draft DP electronically and approves for consultation TPDP
Stage 3: Consultation and review Step 5: First consultation CPs, RPPOs, Other Steward SC-7 Reviews and prepares responses to the comments, and revises the draft ISPM Revises the draft ISPM and recommends to the SC The draft ISPM is sent for second consultation Submit comments during the first consultation (lasts 90 days, 1 July to 30 September)
Stage 3: Consultation and review Step 5: First consultation for PTs and DPs CPs, RPPOs, Other SC TP Approves the draft PT or DP and the responses to comments The draft PT is sent for second consultation (DPs are not normally sent for second consultation) Reviews and prepares responses to the comments, and revises the draft ISPM Submit comments during the first consultation (lasts 90 days, 1 July to 30 September)
Stage 3: Consultation and review Step 6: Second consultation SC Reviews the comments, steward s responses to the comments, and the revised draft ISPM Revises the draft ISPM and recommends to the CPM Provides a summary of major issues discussed as part of the SC meeting report Steward Reviews and prepares responses to the comments, and revises the draft ISPM CPs, RPPOs, Other Submit comments during the second consultation (lasts 90 days, 1 July to 30 September)
Stage 4: Adoption and publication Step 7: Adoption For draft ISPMs other than DPs Adopts the ISPM No objection received CPM SC CPs Determines the way forward CPM Recommends the draft ISPM to the CPM Determine whether to submit an objection Objection received
Stage 4: Adoption and publication Step 7: Adoption For DPs Notes the DP is adopted No objection received CPM SC CPs SC DP is returned to the SC Approves the DP Have 45 days to review the approved DP and submit an objection Objection received
Stage 4: Adoption and publication Step 8: Publication Adopted ISPM is made publicly available Notes Proposes translation modifications of adopted ISPMs modifications and previously adopted ISPMs are replaced Secretariat LRG CPM
