For it is not permitted to them to speak, but to be in subjection, as the law also says. But if they wish to learn anything let them ask their own husbands at home.

Building Up Each Other in Assemblies 1 Corinthians 14 Those who prophesy speak to other people for their upbuilding and encouragement and consolation (14:3). People prophesy and speak in interpreted tongues so that the assembly may be built up (14:5). Since you are eager for spiritual gifts, strive to excel in them for building up the church (14:12). For if you give thanks well enough [in an uninterpreted tongue], but the other person is not built up (14:17). Let all things be done for building up (14:26) So, my friends, be eager to prophesy, and do not forbid speaking in tongues; but all things be done decently and in order (14:40).
Who is Paul Addressing in 1 Corinthians 14? Translation Problem (14:33b-34a) ESV: As in all the churches of the saints, the women should keep silent in the churches. NIV (2011): For God is not a God of disorder but of peace as in all the congregations of the Lord s people. Women should remain silent in the churches. Does as in all the congregations (assemblies; churches) belong with verse 33 and the theological ground named (God of peace, not disorder) or does it belong with verse 34 about the women? Does it matter? Almost all translations until the 20th century placed the clause with verse 33. All suggests it is grounded in who God is rather than in the circumstances of the Corinthian assemblies.

1 Corinthians 14:34-35 [The] women [wives?] should be silent in the churches. For they are not permitted to [continually] speak, but should be subordinate [submit themselves], as the law also says. If there is anything they desire to know, let them ask their husbands at home. For it is shameful for a woman [wife?] to speak in church. (34-35) Who are the women? What are they doing? What is the remedy? Why is this the remedy?
What Kind of Speech is Prohibited? All Speech? This would exclude singing (v. 15; psalms, v. 26) Is the silence absolute or limited in some way? Specific Kind(s) of Speech? Praying, Speaking in Tongues, Prophesying? Authoritative Teaching? Weighing the Prophesying? Disruptive/Disorderly Speaking of Some Kind?
Disruptive Speaking Silence is imposed due to some circumstance because all can prophesy (31). Silence responds to the disorder in the assembly. Is there any indication of what speaking might mean? If there is anything they desire to know, let [the women] ask their husbands at home. (35) What is disruptive about asking questions in the assembly? The speaking is interruptive and persistent or continuous, which is a shame form of speaking.
Whats the Possible Scenario? Women [or wives, perhaps wives of the prophets?] were interrupting the assembly by persistently asking questions; so, Paul silences their disruption. Women [wives] were chattering among themselves seeking some understanding while others spoke; so, Paul silences their disruption. Paul calls for submission, as the Law says (34). God is not a God of chaos. This is something the law teaches. And the spirits of the prophets are subject to the prophets (32). Women should submit themselves (as Paul told the prophets). This is not submission to males but to order and self-control in contrast to chaos.
Understanding the Silence What Context? Only Sunday assemblies? Small groups or Bible Classes? Home assemblies? Total Silence? Few believe it is total silence, which would exclude women from singing. Limited Silence? Practically everyone limits the silence in some way. Identifying the Silence? Is there any in the text that helps identify the silence? What clue does it leave us?
Identifying the Silence Identification is Difficult Exclude making announcements? Leading Prayer? Preaching? Communion Meditations? Requesting prayer? Confessing sin? Making a confession of faith? What kind of speaking is prohibited? What is identified in the text itself? Asking Questions Women are encouraged to prophesy, speak in tongues, sing, pray, and teach as part of the assembly (the plurals in 1 Corinthians 14; see each one in 14:26 as well as the practice in 1 Corinthians 11). The Context: Disorder, Confusion, and Chaos. This text prohibits tongue speakers, prophets, and wives from disrupting the assembly. This is the reason they are silenced.
