Principal method: Direct face-to-face interview using Mobile Capture Devices (MCD) with data plans Complementary methods: Digital self-enumeration (e-Census) Strategy Enumeration team 20,000 persons (16,000 paid enumerators) across 600 offices Use of administrative records Partial coverage of the territory using MCD with data plans Update of Precensus Cartography: Estimated population 20 millon persons

Reprogramming of activities: Because of the complex sanitary situation (restrictions on mobility based on the high rate of contagion, the use of ICU beds, and the number of deaths) fieldwork could not be executed, and there was uncertainty about the effects and the duration of the pandemic: Change in the testing plan: The face-to-face pilot study 2020 was replaced with a web-basedpilot study for public officials. Opening of the census questionnaire to organizations of indigenous peoples and of afro-descendants: The initiation was delayed,and its duration was extended. The execution strategy was changed: face-to-face to virtual, with strong support of municipalities and other public services. Impact in 2020 Modification in the training of operations staff: from 100% face-to-face learning to blendedlearning in order to adapt to the problems of capacity and risk of contagion. 4

Fewer economic and human resources: a 30% budget cut and indications of state austerity impeded the originally planned increase in the size of the team. Impact in 2020 3. Teleworkcreated complicationsin coordination for the enitre project team. Change in year of enumeration from 2022 to 2023 (formalized in October 2020) and a complete reprogramming of activities. Modification of the budget in order to incorporate sanitation of census offices and the purchase of protective equipment for operations staff (masks, alcohol- based sanitizer, and face shields). Modification of the design to include the exploration of a complementary (telephone-assisted) collectionmethod to facilitate the responseto the pandemic Overall effects 5
