Exercise Overview
 
Hurricane Oscar has made landfall as a Category 3 affecting
Green, Kane, Liberty and Stramford Counties.
Hurrican Oscar has sustained winds of 120 mph with gusts up
to 135 mph.
Storm surge projected to be between 6 and 10 feet with
localized rainfall of 12 to 18 inches.
Due to these eminent conditions, the State of Columbia is
preparing for an emergency proclamation that will require
evacuations of the low lying areas.

Objectives and Core Capabilities
 
The Situational Assessment Unit Leader will develop and
maintain a common operating picture within the first 3 hours of
EOC activation.
Situational Assessment
The Emergency Management Council will prioritize primary
transportation corridors for infrastructure access, delivery of
vital response personnel and resources.
Critical Transportation
Provide life sustaining services to the affected population with
a focus on hydration, feeding and sheltering to those with the
most need.

Play will be restricted to the delineated areas surrounding

Exercise Assumptions
 
The exercise will be conducted in a no-fault learning
environment wherein systems and processes, not individuals,
will be evaluated
The exercise scenario is plausible, and results occur as they
are presented
Exercise simulation will be realistic and plausible, and will
contain sufficient detail from which players can respond
Participating agencies may need to balance exercise play with
real-world emergencies.  Real-world emergencies take priority.

Exercise communication and coordination is limited to
participating exercise organizations, venues, and the SimCell
