Office of Grants Management (OGM) $807 million in funding administered by OGM each year Two Branches within OGM: Homeland Security & Grants Processing Branch Victim Services & Public Safety (VS/PS) Branch VS/PS Branch: Three divisions, eight units 86 Unique Programs 1,200 Subrecipients $300 million in funding allocated each year
Human Trafficking & Children s Division There are five homeless/at-risk youth programs administered by the Human Trafficking Unit: Homeless Youth and Exploitation (HX) Youth Emergency Telephone Referral Network (YT) Homeless Youth Emergency Services Pilot (HY) Homeless Youth Emergency Services and Housing (YE) Homeless Youth Innovative Services (HI)
Homeless Youth & Exploitation (HX) Program Year Started Purpose Funds/ Performance Period Projects FY 1984 Provides services and resources for homeless/ runaway and/or sexually exploited youth to help them exit street life. $1 million San Diego Youth Services on-going state and federal funding Bill Wilson Center Larkin Street Youth Services This program targets four counties: San Francisco, Santa Clara, San Diego and Los Angeles. Performance Period: 7/1 6/30 each year Children s Hospital of LA
Homeless Youth & Exploitation (HX) Statistics Performance Period Statistics 7/1/17-6/30/18 2,532 youth served: 73.5% between 18-24 years old 60% male/40% female Of youth that disclosed, 21% identified as LGBTQ Services: 511 substance abuse/drug treatment sessions provided 23,861 independent living/skills trainings provided 760 youth provided stabilization planning sessions 13,088 employment trainings provided
Youth Emergency Telephone Referral Network (YT) Program Year Started Purpose Funds/ Performance Period Project FY 1986 Provides a non- threatening, toll-free hotline to connect youth in need of services to appropriate service agencies. $600,000 California Coalition for Youth on-going state and federal funding The referral network can be accessed by youth and their families from anywhere in the state. Performance Period: 10/1 9/30 each year
Youth Emergency Telephone Referral Network (YT) Statistics Performance Period Statistics 7/1/16-6/30/17 17,432 number of youth emergency telephone hotline calls 657 number of referrals to appropriate services, including shelter, meals, clothing, counseling, and other services necessary for the well-being of the youth callers 6,965 number of crisis counseling sessions provided by trained volunteers/paid staff
Homeless Youth Emergency Services Pilot (HY) Program Year Started Purpose Funds/ Performance Period Projects FY 2016 One-time program that provides services and resources for homeless/runaway youth to help them exit street life. $10 million New Morning Youth & Family Services one-time Fresno County EOC state funding Orangewood Foundation This program targets four counties: El Dorado, Fresno, Orange and San Bernardino Performance Period: 4/1/17 - 3/31/22 Family Assistance Program
Homeless Youth Emergency Services Pilot (HY) Statistics Performance Period Statistics 4/1/17-3/31/18 1,326 youth served: 51.1% between 18-24 years old 45% male/55% female Of youth that disclosed, 12.7% identified as LGBTQ Services: 88 substance abuse/drug treatment sessions provided 663 independent living/skills trainings provided 1,247 stabilization planning sessions provided 302 employment trainings provided
Homeless Youth Emergency Services and Housing (YE) Program Year Started Purpose Funds/ Performance Period Projects FY 2017 One-time program that provides services and resources with an emphasis on housing for homeless/runaway youth to help them exit street life. $10 million Larkin Street Youth Services one-time Bill Wilson Center state funding San Diego Youth Services This program targets four counties: San Francisco, Santa Clara, San Diego and Los Angeles. Performance Period: 1/1/18 4/30/20 Volunteers of America of LA
Homeless Youth Emergency Services and Housing (YE) Statistics Performance Period Statistics 1/1/18 6/30/18 (first six months of YE Program) 1,138 youth served: 96.7% between 18-24 years old 60% male/40% female Of youth that disclosed, 27.1% identified as LGBTQ Services: 131 number of youth provided rapid rehousing, rental assistance, supportive or transitional housing 30 substance abuse/drug treatment sessions provided 5,431 independent living/skills trainings provided 100 youth provided stabilization planning sessions 35 employment trainings provided
Homeless Youth Innovative Services (HI) Program Year Starte d Purpose Funds/ Performance Period Projects FY 2018 One-time program that provides innovative and comprehensive services for homeless/runaway youth to help them exit street life. $1 million 4 projects will be competitively selected one each per targeted county one-time state funding This program targets four counties: San Francisco, Santa Clara, San Diego and Los Angeles. Performance Period: 1/1/19 6/30/20 RFP has been released proposals due to Cal OES by November 1, 2018
