Head of Competition Message Our expectation is for you to be pro-active in all aspects of your role. Your are being paid to complete a role and the people paying that expect you to behave in a manner that shows professionalism and leadership. Take the time to develop your match management skills, this will help you umpire more effectively. Know the rules, apply the rules, not with your own interpretation but the right interpretation, do what is right not what is acceptable. Complete the administration tasks in a timely manner. This means Registering, completing your Availability forms, checking the roster and then after completing your game, fill in the relevant match report. We wish you the best of luck for the season

FIH Rules changes There are no rule changes in 2024 There ARE clarifications to rules or procedures
FIH Rules Clarification The receiving of Aerial Balls have been clarified by FIH The main purpose of this Clarification is to reduce the potential for danger Hockey Victoria will use this clarification in all competitions.

FIH Rules Clarification Early judgement regarding danger over last 20m of ball flight is crucial: Is there a contest? If yes, who will clearly get to the ball first? There is a difference between a ball that is landing amongst players and a ball that is intercepted in the air: Landing ball decided who clearly has the 5m of space Intercepted ball if safely completed play on Intentional Breach of R9.10 will be managed as misconduct with the same penalties related to intentional fouls in the Rules of Hockey
FIH Rules Clarification Rule 9.10 Players must not approach within 5 meters of an opponent receiving a falling raised ball until it has been received, controlled and is on the ground.
FIH Rules Clarification X The ball may be intercepted within 5 meters but outside of playing distance provided it is done safely
FIH Rules Clarification X The ball may not be intercepted within 5 meters which is on a path that brings players into safe playing distance
FIH Rules Clarification When a Defender/GK intentionally prevents the initial receiver from receiving the ball by breaking rule 9.10 Was the Receiver in space Intentional Breakdown possible card, PC in 23, PS in circle A Defender or GK may intercept the ball safely. Unsafe interceptions generally are considered non-intentional and lead to a FH in 23 or PC in circle only. IF a defender/GK allows a receiver to receive the ball but breaks rule 9.10 before the ball is controlled, this is generally interpreted as a non-intentional foul and should be blown accordingly. DON T GO HUNTING
Rules Knowledge Rule 4.2 reminder A Defender may play the ball while keeping their protective equipment on, but they may remove that equipment immediately at the first opportunity to do so and always whilst in their 23m Area. Players may take an immediate free hit with their protective equipment on, providing it is a pass to ANOTHER player. (SELF PASS is not allowed) If a player plays the ball outside the 23M with Protective equipment on, the correct decision is to award a FH to the opposition where the ball crossed the line. If the ball passes over the backline, all protective equipment must be removed prior to playing the ball. (16m hits)
Procedure Update Player returning to play from temporary suspension Players serving a temporary suspension may return to the field of play at the end of their served suspension except for the following: A player serving the suspension may return to the field at the end of their served suspension at the injection of a PC (if their time has run out after the award of a PC) If a substitute will be replacing the suspended player at the end of their suspension, the usual rules for when a substitute can enter the field will apply.
Be Pro-active Concussion Concussion is a serious matter and must be managed correctly at all levels. Umpires if you suspect someone is suffering with concussion (hit in head with hard object or head clash with body or turf), stop time and move to them in a brisk calm manner. Ask them if they are ok. If they respond, observe if they exhibit the following: Confusion or disorientation Motor incoordination Dazed, blank or vacant stare Behaviour change atypical of player Memory impairment If any of these signs are present, Alert someone with authority for the team (Captain, Manager, Coach)report to them what you observed and allow them to remove the player from the field if able to do so. If they do not respond, repeat your question, if the still do not respond, call for immediate help from the manager or coach, or other personnel. With help from your co-umpire manage the other players to allow speedy help to the player. Manage this correctly. Follow the guidelines found in HA Concussion Policy.
