Ensuring continuity of operations is crucial for healthcare organizations. The COOP Work Group focuses on developing resources and tools for hospitals to sustain essential functions during emergencies. Established in 2015, the group has created planning checklists, conducted training, and developed templates to enhance COOP preparedness. With objectives to collect lessons learned from COVID-19, integrate improvements into the Continuity Plan Template, and create high-level presentations, the group aims to strengthen healthcare continuity planning.

  2. COOP WORK GROUP BACKGROUND Continuity Planning Ensures the ability to sustain essential functions relating to provision health care, and facility and business operations for an extended period. Consists of complex, time intensive and multi-disciplinary planning activities which require executive support and participation of administrative and departmental leaders.

COOP WORK GROUP PURPOSE COOP WG established in 2015 to address IHA s findings and recommendations from assessment survey and focus groups: Gaps Familiarity with FEMA model and applicability to healthcare; Knowledge, time and resources necessary to complete COOP; Support of hospital leadership for COOP planning. Recommendations Identify/develop tools and models for healthcare COOP planning; Provide training to build competencies; Provide information on value of COOP to communicate to leadership.

COOP WORK GROUP RESOURCES DEVELOPED 2015-16 Conducted needs assessment; provided training; identified planning models and resources for healthcare. 2016-17Job Action Sheet - Planning checklist and guidance to understand and implement key elements of COOP (Currently being updated); Executive Briefing Presentation - To convey value of COOP, importance of executive support and organizational buy-in. 2017-18Leadership and Department Head Presentations - To educate on fundamental aspects of COOP, roles and responsibilities. Business Impact Analysis Workshop - Presented at CNYRO HEPC

  5. COOP WORK GROUP RESOURCES DEVELOPED 2018-19Continuity Plan Template - Includes recommended content and instructional guidance for hospitals and health care organizations to develop or improve a continuity plan. Conducting a Business Impact Analysis - Departmental instructional guidance. 2019-20 Planned objectives included updating the Continuity Plan Template, Job Action Sheet and BIA Departmental Guidance.

  6. COOP WORK GROUP 2022-23 OBJECTIVES 1. Collect COOP-related lessons learned and data from COVID-19 AARs. 2. Create a data base of COOP-related improvement items. 3. Incorporate lessons learned and improvement items into Continuity Plan Template, and update supporting resources to reflect these items. 4. Create a high-level presentation that highlights actionable items which can be used to obtain executive level support. 5. Address any unique planning needs of non-acute care WG members.
