What is Title X? Mission: To provide individuals with information in determining the number and spacing of their children. Impact of Title X In 2015, Title X enabled women to avoid almost 1 million unintended pregnancies which may have resulted in an estimated 400,000 unintended births and 300,000 abortions Nationally, for every $1.00 spent to provide services in publicly funded family planning clinics, approximately $7.00 in Medicaid expenses on births are averted(2015) In Iowa, for every $1.00 spent to provide services in publicly funded family planning clinics, $3.78 in Medicaid expenses on births are averted (2009)

Family Planning Program Priorities Assuring high quality family planning and related health services that will improve the overall health of individuals, couples and families, with priority for services to those of low-income families. Activities that promote positive family relationships for the purpose of increasing family participation in family planning and healthy decision-making; education and counseling that prioritize optimal health and life outcomes for every individual and couple; and other related health services, contextualizing Title X services within a model that promotes health outcomes for the client. Ensuring that all clients are provided services in a voluntary, client-centered and non-coercive manner in accordance with Title X regulations
Family Planning Program Priorities Promoting provision of comprehensive primary health care services to make it easier for individuals to receive both primary health care and family planning services preferably in the same location, or through nearby referral providers, and increase incentive for those individuals in need of care choosing a Title X provider. Assuring compliance with State laws requiring notification or the reporting of child abuse, child molestation, sexual abuse, rape, incest, intimate partner violence, and human trafficking (monitoring). Encouraging participation of families, parents, and/or legal guardians in the decision of minors to seek family planning services; and providing counseling to minors on how to resist attempts to coerce minors into engaging in sexual activities. Demonstrating that Title X activities are separate and clearly distinct from non-Title X activities, ensuring that abortion is not a method of family planning for this grant. Use of OPA performance metrics to regularly perform quality assurance and quality improvement activities.
Family Planning Service Family planning services include: A broad range of family planning and related health services that are tailored to the unique needs of the individual, that include natural family planning methods (also known as fertility awareness based methods) which ensure breadth and variety among family planning methods offered, infertility services, and services for adolescents; breast and cervical cancer screening, Testing and treatment of STDs; HIV prevention education, counseling, testing, and referrals.
Core FP Services Health screenings which are preventive and/or diagnostic in nature and which help clients achieve preconception health; offering at least STD screenings and treatment and cervical and breast cancer screenings; and may also include other services including, but not limited to preventive health, mental health assessments, and risk behavior screenings. Health information, education, and counseling with an optimal health outcome as the desired goal for the client. Optimal health refers to the best possible outcomes for an individual s physical, emotional, and social health. Referral services available to clients from a network of formalized linkages among community partners, as indicated.
Legal Issues for Title X Participants Voluntary Participation Use of project services by an individual must be voluntary. Coercion must not occur with clients receiving services to use or not use particular methods. Coercion of abortion or sterilization must not take place. Confidentiality Clients must be assured of confidentiality. All providers must be HIPAA compliant. Conflict of Interest No personal gain may occur from working within a Title X program. No funds may be used to support lobbying efforts.
