Mission: The Mission of Beach rugby will be debated and determined by the Beach 5 s Committee at its regular meetings. It will however be based on the following: The sense of the mission - through the development of the most spectacular simple and attractive type of rugby - to create conditions for the development and popularization of all types of rugby in the world - this is the mission of the Europe beach rugby series ( Grand Prix). Strategic Goals and Action SG 1 :- Increase participation and interest in the Game in Europe and nearest neighbors The introduction unified rules for the competitions in beach rugby. Conducting seminars for referee. Action:- Continue to provide a robust international competition structure for national, clubs and social sides to the highest possible standard. SG 2 :- Increase Member Unions participation in Rugby competitions and perhaps Olympic Games Actions:- Assist and provide support to Member Unions to compete successfully in qualifying competitions. Assist Member Unions in reaching for Olympic support from the IOC and NOC s. March 20, 2025
Beach Rugby - Goals and Objectives To establish unified Rules and Regulations of the Beach Rugby for Europe competitions. Organise of Europe Beach International Championships for Men and Women in 2020 and into a Series in 2021. Establish Association of the Europe Club Champions Trophy in 2020. Further expansion of the number of participating countries in 2021 and beyond. Initiation and participation in the preparation of the Beach Rugby World Championship, and participation in the World Beach Games. From 2020: Propose vision to RLIF to develop and prepare a program for entering Beach Rugby to Olympic Games March 20, 2025

Perspectives) KPI s -Maintaining standard and profile of competitions Establish best practice toolkits in 2020/21 to assist Host Unions "Best practice" is the super important goal of beach rugby in Europe - we are an association and a knowledge base for events in Europe on beach rugby. We collect the study of analysis and suggest that this knowledge be used by all interested persons. Preparation of the necessary areas of work within the subcommittee. Only three - sports, organizational and commercial dimensions. Fully implement the findings of the 2020 Europe Beach Competitions Review Conduct a yearly review of progress of implementation with feedback from Teams and Hosts - Annually Prepare Tournament manuals and participation agreements at least three months in advance of the Tournament - Annually. Strategic KPIs Beach Rugby ( incl. Perspectives) KPI s - Maintaining standard and profile of competitions Sports dimension Establishing full range of competitions - for national sides, club and social teams for both genders for open age, youth and golden oldies in each member country, regionally and Pan European level, will help to attract new athletes and show straight pathways in terms of sport carrier, player`s skills and game level development. Starting with European Championship what should be step by step transformed consequently to 2, 4 and possibly 6 events serie for national sides ( as a base of later World Serie ), continuing with Regional Club series ( Baltic sea, Black sea, North sea, Mideterranium sea, Adriatic sea) with 4 to 6 events each serie and Grand European Final for best teams from each Regional serie and finalizing with satelite tournaments for social sides will fullfill this mission. Perspectives) Organizational dimension Laws of the game unification and Match Officials education programme After adopting unified LOG (RE edition) will be absolutely necessary to start MO educational programme. First step is five first 5 Rugby Europe Match Officials Educators category certification after 2 days seminar. Second step providing regional MO Level1 courses for all five seas regions for as many as possible participants from each member country. After this step should be arranged Level 2 courses and it should be voluntary for existing Level1 certificated MO. Two from each member country. Level 2 certificates Match Officials as Mentor and allows to organize Level1 courses with participants further certification. In this way we will achieve unified educated MO European community with two Mentors and 5-20 Level 1 MO in each member country under supervising of 5 MO Educators within 1 year. March 20, 2025

EBRA Beach 5 s Rugby Series 2. Baltic Sea Beach Fives Rugby Series. In 2019 year to increase the quantity of participants including tournaments in Russia, Poland, Estonia, Latvia, Lithuania, Germany and Sweden. 3. Black Sea Beach Fives Rugby Series. In 2019 year to increase the quantity of participants on account of including tournaments in Russia, Ukraine, Romania, Bulgaria, Moldova, Cyprus, Georgia. The final leg: 1 proposal: 4 teams from each series. 12 men teams 2 proposal: 6 teams from 1st series 8 women teams and 3 teams from 2nd and 3rd series. March 20, 2025

So far this has not been achieved. This is a task for the Rugby Europe committee 7 for the near future. To propose World Rugby to include Beach Fives Rugby into ANOC World Beach Games 2019 (San Diego, USA). To propose Rugby Europe to include Beach Fives Rugby into Mediterranean Beach Games 2019 (Patras, Greece). In 2018, beach rugby will be presented at I Baltic Beach Games in Russia March 20, 2025

Collaborative Partnerships are designed to promote the creation and development of European networks in the field of sport, and can include a variety of activities, such as: networking among key stakeholders development, identification, promotion and exchange of best practices preparation, development, and implementation of education and training modules and tools increasing the skills of multipliers in the field of sport developing monitoring and benchmarking of indicators in the field of sport raising awareness of the added value of sport and physical activity promoting synergies between sport, health, education, training, and youth improving the evidence-base for sport organizing conferences, seminars, events and meetings March 20, 2025
