  1. Data Collections in 2018-19? EL Coordinators February 14, 2018

  2. Proposed Upgrades for 2018-19 ESSA Related As you know, our new Elementary and Secondary Education Act Every Student Succeeds Act (ESSA) was signed on December 10, 2015. Some of these proposed changes are due to changes from NCLB to ESSA. These changes have been approved by DGC and shared with DCC.

  3. Recent Arrivers Data Collection GOOD NEWS No changes in the file format for 2018-19 The collection remains a fall collection in 2018-19 Only the dates have been updated for 2018-19 Open 9/27/18 Close 11/2/18 Data Use 11/15/18

  4. How will we do this? Recent Arrivers Data Collection is a snapshot in time data collection October 1 enrollment. If the student is a recent arriver and is enrolled in your district on 10/1, then you will report the student. ODE has included a validation to ensure only 1 district is able to submit the student by checking the SSID submitted.

  5. Are there other changes to Recent Arrivers? ODE is also anticipating a new Budget Narrative page just for Immigrant Grant recipients beginning the 2018-19 school year.

  6. EL Data Collections (Fall/Spring) New Record Type Code 2-J Potential EL For those potential ELs who districts can t screen the student due to a disability. This student is recorded as a LEP Flag NO Program models are not participating No LEP Start Date Proficiency test code 05 Potential EL with disability Test is not accessible for student Purpose to track the number of potential ELs in the state and collaborate with Special Education to improve PD options for students.

  7. LEP Record Type Code 1-E option continuing When a student exits early in the fall or prior to the opening of the ELPA21 testing window. Currently, the LEP record type codes do not allow this student to: Not participate in the test and exit Not participate in the program and exit This makes the data unclear and not accurate

  8. Changes to 1-E continuing 1-E Record Type LEP Exit Date field will be an optional field LEP Start Date field is required LEP Program Models 1, 2, and 3 will include option Not Participating in Program code 51 These changes will allow for early exits regardless program participation.

  9. ELPA21 Screener Changes ELPA21 summative does not have a composite score, neither will the ELPA21 screener. ODE is creating four new fields for ELPA21 Screener for each of the language domains. Options for these fields will be levels 1-5 and a blank (most likely a 00) The blank may be used for A EL who can t participate in one or more domains due to disability Students screened with other assessments WM, IPT, LAS, Stanford

  10. Looking to 19-20 The other screeners are slated to be removed in 19-20. Composite score proficiency level field will most likely be deleted this year.

  11. EL Collection Dates for the Calendar Fall EL Collection 2018-19 October 11 November 19, 2018 No review window Spring EL Collection 2018-19 April 18 May 24, 2019 Review window to be included mid-June June 6 June 24, 2019

  12. Guidance ODE will provide guidance and submission support for all of these data collections. Training occurs during EL Coordinator s webinars and with data submitters through the ODE helpdesk training.

  13. Validations ODE will run critical validations: Fall EL collection will be compared with 2ndperiod ADM, and data will be provided to districts to improve Spring EL collection data. No review window will be included at this time. Spring EL collection will have the same run comparing to ADM. Districts will be notified of discrepant records and asked to fix the mistakes in either EL or ADM collections.
