  3. 2025 A/S METHODOLOGY DISCUSSION ERCOT s Luis Hinojosa presented draft of ERCOT s 2025 A/S Methodology Data is not final ERCOT will bring its proposal to working groups in August No changes to 2024 methodology for RRS, Non-Spin or ECRS, although waiting on NERC s updated IFRO (Interconnection Frequency Response Obligation) assessment to set minimum RRS-PFR value For Regulation, proposing to change from using net load ramp and historical regulation deployment to using SCED net load forecast error During discussion, stakeholders asked questions around ERCOT s inertia data and ERCOT mentioned that they are in the process of refreshing the 2016 inertia white paper in the context of their PUCT A/S study

NPRR1149 STATE OF CHARGE MONITORING ERCOT s Luis Hinojosa presented proposed ESR A/S shortfall analysis report using mock data NPRR1149 and NPRR1186 implemented in late June, so August will be first report with full month s data ERCOT proposes to calculate SOC shortfall as a function of each ESR s SOC expectation, but will report at a system-level ERCOT also proposes to report on inadequate response from ESRs carrying A/S, determined solely on MW response ERCOT invited feedback through the end of July on the report template

NPRR1232 ECRS STANDING DEPLOYMENT DISCUSSION ERCOT s Nitika Mago gave overview of NPRR1232 standing deployment language, explaining that ERCOT modeled it after the language for Non-Spin ERCOT also discussed a potential alternative of using multiple offer floors to hold some of the ECRS A/S megawatts from being deployed by SCED, and requested feedback on both alternatives Stakeholders expressed concern with the timeline, cost, and compliance exposure of being required to implement the language proposed in the NPRR ERCOT is seeking feedback on the implementation obstacles that QSEs believe would be created by NPRR1232 and whether its alternative multiple offer floor idea would be easier

NPRR1235 DISPATCHABLE RELIABILITY RESERVE SERVICE DISCUSSION TSPA and Joint Commenters (Spearmint, Eolian, and Form Energy) presented their filed comments on NPRR1235, encouraging the inclusion of ESRs ERCOT s Ryan King laid out the reasons that it has proposed to exclude ESRs from the initial DRRS product (lack of off status code for ESR; potential unintended consequences of creating an off status for ESR, need to develop non-zero start-up and minimum energy costs if ESRs are dispatched by RUC engine, need to create SOC requirements for DRRS) ERCOT agreed to continue to think about future integration of ESR into the DRRS product

NPRR1229 CMP PAYMENT POLICY QUESTIONS DISCUSSION ERCOT s Alex Lee presented an example of how a Constraint Mitigation Plan works and ERCOT s Ino Gonz lez presented a list of policy questions that he developed in response to NPRR1229 The NPRR author, Lucas Turner of STEC, addressed the purpose of the NPRR, to allow compensation when an ERCOT action impacts a resource, and explained that the NPRR language follows similar language regarding HDL overrides and Outage Schedule Adjustments ERCOT requested feedback on the policy questions, and the NPRR will be discussed again at the next WMWG meeting

OTHER BUSINESS UPDATE ON NPRR1149 AND NPRR1058 IMPLEMENTATION ERCOT gave an update on a design defect in the implementation of NPRR1149, and stated that a solution was expected to be implemented the week of July 23 ERCOT provided notice that NPRR1058 will be implemented August 22 and will include a backward- compatible field for Resources to enter a reason for updates to energy bids and offers in Real-Time
