Palestinian Central Bureau of Statistics (PCBS) is dedicated to improving the quality of statistical outputs through various systems and tools like GSBPM, DESAP, NQAF, and ISO 9001. Quality reports, self-assessment programs, and a national quality assurance framework have been implemented to ensure high-quality data and surveys. PCBS aims to establish a road map for implementing the NQAF in the National Statistical System.

  1. Palestinian Central Bureau of Statistics Reality of Quality in PCBS Midterm Review Mission 16-24 September 2023

Regular Projects/Activities PCBS using many system and tools to enhance the Quality for all statistics, in order to achieve the Quality policy and Objectives, such as: Generic Statistical Business Process Model (GSBPM) Quality Reports Development SelfAssessment Program (DESAP) National QualityAssurance Framework (NQAF) Quality Management System ISO 9001 2

  3. Generic Statistical Business Process Model (GSBPM) PCBS applies the GSBPM model as a standard model framework, an aim of producing high-quality statistical outputs. Since 2015, where the model has been applied to a set of statistical outputs to cover all stages of the standard model. Since 2022, the version 5.1 of the standard model has been applied. 3

Quality Reports A quality report provides information about main quality characteristics of a product so that the user should be able to assess the product s quality, the quality reports are based on quality indicators. PCBS had prepared data quality reports since 2011 through the preparation of quality reports linked to the quality dimensions and indicators, and during the year 2015 quality reports were developed and updated in accordance with the GSBPM model to follow-up on the quality of data and statistical surveys during implementation. 4

  5. Development of a Self-Assessment Programme (DESAP) Since 2009, PCBS is very keen to apply The Development of a Self Assessment Program (DESAP) on each implemented survey. This program is a checklist for regular assessment data quality of surveys, translated from the European Self-Assessment Checklist for Survey Management. Since 2019, PCBS decided to adopt the implementation of DESAP through the focused European questionnaire (DESAP condensed questionnaire). The translated questionnaire related to this program focuses on the basic indicators that are directly related to the quality indicators. 5

  6. National Quality Assurance Framework (NQAF) PCBS decided to establish a NQAF, so that is compatible with the NQAF, prepared by the United Nations Statistical Commission. NQAF has been prepared and implemented within PCBS, and work is in progress to disseminate it to the components of NSS. PCBS finished preparation guidelines for the Palestinian NQAF, and preparing the NQAF for National Statistical System. Now, PCBS aims to establish a road map to allow them to implement NQAF in the components of National Statistical System. 6

  7. Quality Management System The adoption of a quality management system is a strategic decision for an organization that can help to improve its overall performance and provide a sound basis for sustainable development initiatives. PCBS had started the preparation on establishing a quality management system in 2008. In the last quarter of 2010, PCBS received ISO 9001:2008 certificate. PCBS still doing waves of internal audits on regular time, and develop and update the Procedures and documents related to the system. 7

  8. Priorities Defining how to develop quality assessment mechanisms. Amechanism for establishing the user databases in the statistical offices. Defining the mechanism for applying the NQAF in NSS. Include more work procedures in the quality management system 8
