Foresight Exercise The Future of Statistical Capacity Development Conceptual Framework Subgroup
Input: Survey The matrix CD 4.0 was used to construct this survey. The survey that goes further the SDGs, aims to identify what are the capacity priorities for NSSs. Examples of broad questions tackled by the survey: o How to modernize the governance structure of the NSS o Relevance of different action items for the CTGAP o Is technological infratstructure able to support the development of the NSS? o What other non technical skills are needed: creativity, teamwork and collaboration UNSC HLG involved in the review of the survey Results will be presented by the Board Meeting
General remarks on the conceptual framework The matrix is not one-size fits all: it does not apply to all countries and to stakeholders in the NSS. It applies only to NSOs for the moment. Timeframe 2030 should be included in this matrix Different definitions of the NSS among countries Many essential aspects of capacity development tend to be hidden within broad dimensions in the matrix: o All the statistical production (all the GSBPM phases)and data quality in the broad dimension Methods, practices and QC and in Standards and regulations ; o Ethic within Laws, regulations and reference frameworks
Overlooked aspects in the matrix Communication, timeliness and data dissemination Project Management, Monitoring and Evaluation Good practices exchange, feasible practices Open Data and new data sources Ethics Risk Management Cooperation and partnerships
Improving the conceptual framework Creating more than one matrix, more than one model? Include the timeframe 2030 in the matrix Matrix must be an iterative process and adapt to change Add a third dimension in the matrix Include examples of how the CD4.0 framework would look in practice
Agreeing on a Roadmap of actions and activities of the Conceptual Subgroub for the PARIS21 Board Meeting Feedbacks shared electronically by Task Team members Papers and revised matrix should as well be shared Refine the glossary, making it more precise Final deliverable by mid-february 6
