  2. Key Challenges for Financing Statistics Key Challenges for Financing Statistics Systemic: Awareness and visibility on the needs of National Statistical Systems relative to other sectors. Integrate / Streamline National Social Economic Development (NSEDP ) M&E System (inputs, outputs, outcomes and Impacts) . + capacity development Understand global / international and national context: (1) Alignment with national priorities: lacking of alignment of programming with country systems and strategies; (2) Alignment with Donors strategic focus and broad framework . + Statistical Production innovation Enforcement of law, strategies (but financing sustainability & predictability in financing-disbursement is lacking) and development cooperation framework . STATISTCIAL Financing needs Organizational : A systematic harmonization and coordination across National government agencies and Donors for statistical intervention and need to adapt whole of government approach for implementing programs Needs for M&E tools for statistics Financing: Country Report on Support to Statistics (CRESS) and Advanced Data Planning Tool (ADAPT). Modernize statistics system and expand the statistical capacity capability Developing Future Skills (Technical and Soft skills) for Human Resources Amidst Changing Data Ecosystem (e.g., increase use of frontier and emerging technologies, innovative data sources, new data actors)

Government Support Government Support Legal framework ( statistics law 2010 and Revision in 2017) SSDNNS,2010-2020 - revised 2016-2025 and vision for 2030 Government budget support gradually increased : 1990-2009 , all surveys and censuses largely supported by Sida, Sweden, UN Country Team(UNCT) and others 2010 -2015 , Government increase its support the survey and census program ( fully support annual household survey , Lao consumption expenditure survey (LECS ) and cover minimum about 35 % of total cost for Population- Housing census (2015) 2015-2020 fully support the field operation of Economic Census 2020 and agriculture census 2019/2020, included the CAPI procurement. In-country courses capacity building activities in addition to global and regional capacity building projects and program. Administrative cost. Counterpart fund .

Successful Examples: Multilateral and Bilateral Support SSDNSS 2010-2020 and 2016-2025 implementation in Lao PDR c Lao Luxembourg Cooperation Project in Statistics (LLPS) Strengthening the National Statistics System Project (LAOSTAT)], World Bank (WB) Luxembourg Government, Ministry of Development Cooperation and Humanitarian Affair and STATEC (National Statistics Institute and Economic Studies) The project time: 2018-2020. Project effectiveness date: 01-Jul-2013 to 30-Jun-2017 ( extended June 2018) Budget $8 million Consisted in 4 project components: 1. Strengthening Macroeconomic and Poverty Data Development and Management 2. Improving Policies and Strengthening Implementation Capacity 3. Improving Data Sharing and Access 4. Supporting LAOSTAT Project Management Project management structure has been set: o Statistical Working Group (SWG) o Project Steering Committee (PSC) o National Implementation and Coordination Team (NICT) o 15 implementation units (IU) Budget 799.918 EUR. Focuses on 4 major components: 1. Develop a new domain of statistics: environment statistics; 2. Social statistics including poverty statistics; 3. Institutional Strengthening support to good governance of LSB and the national statistical system. 4. Traineeship Project management structure has been set: o Project Steering Committee (PSC) o Project management team . o 10 implementation units (Ius) o Working Group on Environment Stats (WGES) Implementing public-private partnership (Twinning arrangement) With key respective indicators to achieve and monitor Twinning arrangement + consultancy Service from Private Sector With key respective indicators to achieve and monitor. Project risks and measures

Sound Coordination and Cooperation Sound Coordination and Cooperation Strengthening the National Statistics System Project (LAOSTAT) Lao Luxembourg Cooperation Project in Statistics (LLPS) Strong political support from two Governments ( Lao - Luxembourg Government Indicative Cooperation Program (2016-2020). Strong support from Government (Support from Ministry of Planning and Investment and Ministry of Finance) Recognizing needs of Landlocked Developing Countries (LLDC) and Least Developed Countries (LDC) that are at risk of being left behind and Sustainable Development Goals (SDG) Bilateral agreement between two governments and two statistics institutions ( LSB STATEC ) . World Bank (WB) - a 3 years Country Partnership Strategy ( CPS) 2014-2016 and 2017-2021; Trust and experience in collaboration between Luxembourg and Lao government Experience and good performance in previous projects financed by WB Modality Modality of support: Statistics for Results Facility Catalytic Fund (SRF-CF) Operational Technical Assistance Funding equipment Mainly Technical Assistance Small amount on the operational cost and counterpart funds.

  6. Ways Forward: Ways Forward: Ensuring Sustainable Statistics Ensuring Sustainable Statistics Enforce effective implementation of legislative changes. Develop sectoral statistical plan alight with SSDNSS. Developing (and utilizing effectively) M&E system for Statistics Development: Ensuring stable financial resources and mechanisms Integrating planning process and monitoring Promoting demand for statistics and use of data for development Enhancement of partnerships and donor coordination-collaboration and build trust. Improving project design: accounting for impact of project/program beyond completion; developing processes and mechanisms for institutionalization of project outputs and outcomes
