  3. Social Value The Social Value Portal: An accounting methodology for measuring the benefits of SV. Provides a contract management tool to manage SV throughout the life of the contract. Enables the contractor to evidence their outcomes live on the portal - for future bidding/case studies. Converts commitments into metrics to demonstrate value / impact to communities. The measurements link to Themes, Outcomes and Measures (TOMs) - a nationally developed tool.

Social Value Social Value Submission Bidders are required to complete the following as part of their tender submission: A quantified Social Value proposal; and A qualitative (method) statement Thematic Approach Delivery Capability Engagement and Collaboration Plan Quantitative score: [10%] of total question score Qualitative score: [10%] of total question score It is important that bidders should be confident of their ability to deliver Social Value proposals made, as the Council will contractualise these commitments with the winning bidder which will then be monitored and reported on periodically.

Thematic Approach Please set out below your methodology and approach under each Social Value Commitment and explain how you will contribute to the delivery of sustainable Social Value outcomes. This section should make reference to each TOMS outcome you submit on the Social Value Portal B. Delivery Capability This section should cover: An identified single point of contact and their role in the delivery of the Social Value outcomes AFTER award; Your approach to monitoring, measurement, and reporting Social Value outcomes for the duration of the contract. C. Engagement and Collaboration Plan This section should explain how you will engage with relevant stakeholders and delivery partners on the delivery of Social Value

  9. Social Value Case Studies Social Value Case Study Portable Appliance Testing within the Borough of Rochdale What was the project? PAT Testing 2021-2024 to Public, Schools and SLA Buildings within Rochdale Borough. Social Value Case Study LIFT MAINTENANCE, SERVICING & REPAIR ROCHDALE COUNCIL What was the project? Adult Care is responsible for approximately 180 stair lifts, step lifts and vertical lifts provided for disabled service users. Winning Bidder: Appointed via an open tender process These lifts were funded through DFG and as a condition of installation, the Council required the service users to sign over ownership of the lifts to the council. Following installation, the Council became the owner of each stair lift and took full responsibility for insuring and maintaining it whilst in use, also committing to remove it when no longer required and make good the property. Project Team Rochdale Council: Kathryn Andrew STAR Procurement: Michael Fanning Project Team Rochdale Borough Council: Gary Pilkington Christine McCallion STAR Procurement: Michael Fanning Outcomes Bidder submitted Quantitative Social Value Response on the Social Value Portal but did not complete the Target Description for each of the NT measures they selected. It is important to include how you have calculated your Target SLEV No. values for each NT measure selected to provide the Council with confidence that the supplier will deliver their social value commitments. Bidder s Qualitative Social Value Response did not explain how each NT measure selected for their Quantitative Social Value Response would be delivered. A certificate to evidencing that you pay the living wage to your staff should not form part of your Qualitative Social Value Response but can be included as an Appendix to your tender submission. Outcomes Create 1 new job (minimum) in the local economy from within the Rochdale region Create 1 apprenticeships for local residents across the Rochdale region Provide 2 days of meaningful work experience for local residents from Rochdale s region Support 2 number people back to work by providing career mentoring for job clubs, including mock interviews, CV advice, and careers guidance from Rochdale Employ 1 number of ex-offenders (or other group of people who typically face additional challenges in competing in the labour market across the Service from Rochdale Support 1 new business start-ups by running practical workshops with enterprise clubs PA from Rochdale Support the local economy by spending 30% of total expenditure in the local supply chain from Rochdale Support the local supply chain by spending 15% of total expenditure within Rochdale Will provide 2 Employee days per annum across the Rochdale to support community initiatives Support local third sector organisations through the supply chain by spending 5% of total expenditure with community and voluntary sector providers based in Rochdale How were the Social, Economic & Environmental Issues ( Social Value ) Addressed? Bidder submitted values for all of the NTL (TOMs Light) measures but failed to explain how each NTL would be delivered during the contract term AND how they had calculated their submitted values. How were the Social, Economic & Environmental Issues ( Social Value ) Addressed? Qualitative Response Bidder should provide explanations of how each selected NT measure will be delivered. Social Value Contract Management Process The Social Value Portal should be used quarterly/annually to input achieved social value The SVP will chase providers/suppliers for incomplete or late reporting Key Performance Indicators (KPI s) may be included in the contract and will be treated the same as any other contractual KPI s Contract Managers/Commissioners will monitor these performance indicators on a Quarterly/Annual basis depending on requirements Social Value Portal will send Quarterly/Annual Social Value Reporting Progress to Contract Manager. Contract Managers may manage performance if KPI s not being met utilising the contractual clauses where applicable

  11. Social Value Do s Don'ts Do be confident in your ability to deliver the SV proposals you ve made. Don t offer anything that is required in the core contract. Do make sure your SV offer relates only to this opportunity Don t double count! Do provide Good Evidence of how you will deliver your SV offers Don t leave your social value submissions until last minute timing is key! Do include committed local spend as part of your supply chain
