Resilience
Resilience
: the ability to resist and recover easily and quickly from shocks and stresses,
combining civilian, economic, commercial and military factors. Resilience is achieved
by enhancing preparedness within the public and private sectors, supported and
amplified by military capability and capacity.
The Resilience Cycle 
is considered to have four phases:
Prepare, Absorb, Recover, Adapt
7 Baseline Requirements (7BRs)
The 
seven baseline requirements 
to be assessed are:
1) assured 
continuity of government and critical government services
2) resilient 
energy
 supplies
3) ability to 
deal effectively with the uncontrolled movement of people
4) resilient 
food and water resources
5) ability to 
deal with mass casualties
6) resilient 
communications systems
7) resilient 
transportation systems
and
 
Societal (or Social) Resilience 
is the “ability of a nation-state to preserve its societal
cohesion when it is confronted by external and internal stresses caused by socio-
political change and/or violent disturbances”.
Recommendations and Findings
Modernize Warnings and Indicators
Encourage Nations to train and strengthen the systems within the 7BRs
Improving the unity of effort across the Alliance
Socialize the concept of the 7BRs with our partners and non-military actors

State Resilience
State Resilience 
is defined as the “ability of a nation-state to recover from strategic
shocks that stress and possibly distort state institutions and political settlements”.
State resilience tackles the issues related to rule of law, governance, infrastructure
and social security systems.
Societal Resilience
Societal (or Social) Resilience 
is defined as the “ability of a nation-state to preserve its
societal cohesion when it is confronted by external and internal stresses caused by
socio-political change and/or violent disturbances”.
It is similar to the concept of community resilience, or a “community’s inherent
capacity, hope and faith to withstand major trauma, overcome adversity and to
prevail with increased resources, competence and connectedness.”
Demonstrated by the capacity of community to prepare for hazards, diminish and
prevent damages to people, property and environment, restore the basic services and
function effectively in the aftermath of disturbances.
Individual Resilience
Individual Resilience 
is defined as the ability of individuals to withstand changes, and
adapt to and recover from traumatic events. Individuals may face shocks such as
stress, social disorder, poverty, loss of a family member or a job. Individuals with
strong resilience are healthy, less susceptible to stress and have an ability, skills, and
knowledge to cope with challenges and disturbances. Resilient individuals also
participate in community resilient efforts, as well as contribute to the overall state
resilience.
Comprehensive Approach
Comprehensive Approach (CA) is necessary for anything within the Resilience sector.
The UN is already measuring resilience across the globe.
