Addressing the challenges faced by children transitioning to and from congregate care settings, this program focuses on creating and amending policies, coordinating educational resources, and providing training and support for students, community partners, and child welfare specialists. It aims to ensure a smooth educational experience by facilitating the exchange of school records, implementing educational plans promptly, and promoting beneficial transitions throughout the education journey.

EDUCATION SERVICES AND DEVELOPMENTAL DISABILITIES UNIT CHILD WELFARE SERVICES What we do Create and Amend Policy Coordinate educational resources ESSA (Every Student Succeeds Act) Point of Contact to OSDE Obtain School Records Provide Training Assist and Support: Students, Community Partners, Child Welfare Specialist, Congregate Care Settings, Schools, Foster Parents, Etc.

  3. BARRIERS TO EDUCATIONAL SUCCESS IN CONGREGATE CARE Children don t typically remain in the same school. Records aren t exchanged (Health and Education). Credits are lost. Schools at facilities are different. Lacking an adult to make educational/health decisions Therapeutic needs

OAC 210:10-1-13 EDUCATION SERVICES FOR CHILDREN IN RESIDENTIAL CARE, TREATMENT, OR EMERGENCY SHELTER Initial review within 5 days Assess educational needs of the student Develop and education plan Periodic Review Professional Team Educational Plan Implemented within 10 days Describes curriculum, instructional time and setting IDEA Notifying School Implementing IEP Collaboration Facility faculty and school work together to manage behaviors

BENEFICIAL TRANSITIONS Education Compact for Kids in State Care Timely Transfer and/or enrollment Expedited exchange of records Waives requirements of records for enrollment Automatic enrollment in CORE curriculum Requirement of school to waive local graduation requirements if it extend original expected date

  9. BENEFICIAL TRANSITIONS Access to education with non-disabled peers Coherent and Collective goals- Education and Treatment Independent living skills Connection to the community

  10. EDUCATION, EMPLOYMENT, AND INDEPENDENT LIVING Treatment Goals and Educational Goals should be same/similar Service referrals made early Discharge should include out-patient follow-up Discharge planning should begin at intake
