Enhancing Civil Registration and Vital Statistics in USAPI: Workshop Findings and Priorities
Pacific Island Health Officers Association (PIHOA) conducted a workshop in 2023 to strengthen Civil Registration and Vital Statistics (CRVS) systems in the USAPI region. Key findings from the workshop include mapping challenges, identifying priorities, and establishing action plans to improve CRVS processes. The workshop focused on enhancing CRVS systems to ensure timely birth and death registration, training personnel, raising public awareness, and implementing standardized procedures. The USAPI Regional Priorities highlighted the need for strong CRVS systems, skilled personnel, and digital registration systems to advance CRVS efforts in the region.

Background Pacific Island Health Officers Association (PIHOA) Board is comprised of the six USAPI Ministers/Directors of Health Secretariat (staff and consultants) implements the Board s vision for health Board endorsed efforts to improve CRVS systems in 2018 USAPI CRVS Technical Working Group launched in 2023 Inaugural workshop in June 2023 Participants were from the health side and the statistics or legal side
Workshop Objectives 1. Establish a USAPI CRVS Technical Workgroup; 2. Review existing CRVS resources and strategies from the USAPI; 3. Understand CRVS systems in the USAPI; 4. Identify gaps in USAPI CRVS systems; and 5. Discuss plans, action steps, and strategies to move forward on improving CRVS systems in the USAPI.
Workshop Process 1. Mapping of current CRVS systems Largely in agreement with July 2023 publication 2. Analysis of current CRVS systems Strengths, Weaknesses, Opportunities, and Challenges 3. Listing local priorities Per jurisdiction 4. USAPI regional priorities Synthesize local priorities into regional themes Pool common strengths and opportunities and work on common weaknesses and challenges together
USAPI Regional Priorities (1) Action Plan for Pacific Civil Registration and Vital Statistics (APPCRVS) Priorities 1. Strong CRVS systems and processes USAPI CRVS TWG Corresponding Priorities 1 Timely and complete birth/death certification 2 Hiring and retention of skilled personnel 3 Training on multiple CRVS areas (not only MCCD & ICD) 4 CRVS champions to provide support 5 Public awareness and uptake of CRVS procedures 6 CRVS Technical Working Groups 7 CRVS Improvement Plans 8 CRVS Standard Operating Procedures 9 Standard birth and death forms 10 Legislative reviewwith recommendations 11 Identify and secure funding a. Improved national coordination throughCRVS committees. b. National comprehensive assessments and action plans. c. Business processing improvements. d. Legislative review and upgrade regulatory frameworks. e. National CRVS systems are adequately resourced. f. Civil registration included in national development plans.
USAPI Regional Priorities (2) Action Plan for Pacific Civil Registration and Vital Statistics (APPCRVS) Priorities 2. Digital civil registration systems and records a. Paper-based or out-dated systems replaced with modern e-CRVS systems which are sustainable over the long-term. b. Interoperability of information systems and sharing of data with other agencies within a country and regionally, as appropriate. USAPI CRVS TWG Corresponding Priorities 12 eCRVS and integrated systems 3. a. Conduct Inequality assessments and develop action plans to address identified inequalities. b. Civil registration improvements linked to human rights commitments. Inclusive and responsive civil registration systems 13 Equal inclusion for territories and FAS in CRVS- related federal datasets 14 Assess and address CRVS inequalities
USAPI Regional Priorities (3) Action Plan for Pacific Civil Registration and Vital Statistics (APPCRVS) Priorities 4. Cause of death certification and coding a. Sustainable national and regional capacity in cause of death certification training for new graduates and doctors already practicing in the country. b. High quality coding of cause of death data including regional coding capacity for countries unable to sustain expertise internally. c. Data quality audits and improvements. USAPI CRVS TWG Corresponding Priorities 3 (repeat) Training on MCCD and ICD-10/11 (may be regionalized) 5. Data analysis, reporting, dissemination and use for policy and planning a. National data analysis capacity through regional capacity building activities. b. National and regional levels platform for data dissemination. 15 Leverage CRVS data
Workshop Process 5. Developing indicators for the regional priorities 6. Discussing next steps Expanding membership in TWG and liaising with other CRVS-minded initiatives Holding virtual calls quarterly (December 2023; March 20/21 2024) In-person meetings as funding allows (2025?)
