In 2019 the District purchased two
72-passenger Bluebird busses with seatbelts.
The cost was $15,000 per bus.
Each seat has three shoulder belts.
There are 12” between buckles.
We ran the busses making students wear
seatbelts until COVID.

What We Learned
Our students, especially those in Grades K-2,
struggled getting their seatbelt buckled.
High School students could not fit in the shoulder straps.
Students shoved the buckles inside the seat bottom.
Backpacks got stuck in the seatbelts.
Students tied the shoulder straps together.

Parents of Kindergarten students reported red rubbing rashes
on the necks of students due to the shoulder strap hitting too high.
Seats lost 2” from seatback to seatback
requiring High School students to sit with their knees crouched.
Bus drivers could not follow appropriate bus stop procedures
when a child got stuck in the strap.
Longer route times due to seatbelt issues.

Current Situation
Our school district still has two busses with seatbelts.
Students can choose to wear their seatbelt or not.
Bus drivers, when given the choice to drive the bus with seatbelts or not,
always chose the bus without seatbelts.

Avon Lake City Schools
Install exterior cameras on busses.
No seatbelts on busses.
Reinstate front license plates on vehicles.
Tougher penalties and fines for school bus violations.
Mandatory electronic stabilization technology
on all busses manufactured prior to 2019.
Consider changes in bus driver training.
