DEPARTMENT OF SPECIAL SERVICES: SPECIAL EDUCATION UPDATES DR. EDWARD WILSON DIRECTOR
AGENDA SPECIAL EDUCATION: SNAPSHOT (REVIEW & STATUS ) PROFESSIONAL RESPONSIBILITIES PROGRAMMING SPED: LOOKING AHEAD QUESTIONS AND/OR COMMENTS
SPED SNAPSHOT: REVIEW & STATUS OF THE DEPARTMENT Obvious there s been inconsistency in the district with Directors, which has contributed to how policies and procedures are implemented. Below are brief highlights of where things stand in the EPSD regarding SPED: Policies, practices and Handbooks due to the transient nature of directors, there s been inconsistency with procedures impacting SPED; as a result, several Handbooks have been created to provide uniformity, clarity, and consistency: Departmental of Special Services Manual 504 Manual Response to Intervention (RTI) Protocols and Procedures SPED by the numbers: Total current classified: 492 classified students Total OOD: 75 students Total of referrals (since 7/1/21): 91 Regarding SPED data, there s been much work done with our Genesis Coordinator and Information Systems Analyst to clean up the numbers for accurate reporting for our NJSMART upload and State reports. Additionally, trainings have been provided to Case Managers on coding information in Frontline IEP Direct and Genesis Alignment and Programming and Resources Focus on properly aligning our self-contained classes and programs between buildings (i.e., ABA, LLD, RR, etc.) Focus on establishing a true Community Based Instruction (CBI)/Life Skills program
PROFESSIONAL RESPONSIBILITIES Realizing the need for more direct support and training of our SPED case managers and related service providers, the following tasks have been provided: Trainings on IEP Direct and Genesis Regular and consistent departmental meetings/communications Formal and informal observation of Child Study Team and Related Service Providers Legal training provided by our Attorney s Note: this is on-going given the constant changes and updates in SPED
PROGRAMMING In reviewing current programming in the EPSD, it is necessary to streamline services between schools by focusing on key transition periods (i.e., elementary to middle, and middle to high school) Transition between schools (ABA, Self-contained, CBI/Life Skills) Identifying resources for both general and special education students Articulation meetings between case managers Based on the academic audit of the district, it is necessary to strengthen and improve on the RTI and I&RS processes with curriculum materials/supports and assessment tools: ACE resource for our ABA programs Read 180 for students requiring more assistance Training teachers in multi-sensory instruction
SPED: LOOKING AHEAD To date, we are moving in a direction that will allow the Department of Special Services to be better able to support our students and families receiving Special Education services as evidenced by the following: Key partnerships with Fairleigh Dickerson University (FDU) Partnership with the EPSD to certify teachers in Orton Gillingham instruction Working on a proposal with Seton Hall University and Dr. Gadsden for speech interns requiring clinical hours to work in our schools Working with Rutgers University s Boggs Center on transition programs (Life Skills/Community Base Instruction CBI) On-going work with Case managers to ensure accountability, as well as provide direct support/guidance By improving both our instructional and intervention resources/programs, my expectation will be to look to return students who are able back in district
