Federal Requirements In order to be National Incident Management System (NIMS)-compliant, each entity that receives federal funding must ensure it has a crisis plan for each of its components. In this case, the components are the schools. The School Board is tasked to conduct an annual review of the crisis plans, to ensure each school has realistic and rehearsed plans to implement should a crisis occur during school hours. How the review is conducted is left to the discretion of the School Board; however, the Superintendent must certify, using the DCJS website, that the review was conducted.
State Requirements In accordance with the Code of Virginia 22.1-279.8 titled: "School safety audits and school crisis, emergency management, and medical emergency response plans," effective July 1, 2013. Each school board shall ensure that every school that it supervises shall develop a written school crisis, emergency management, and medical emergency response plan, consistent with the definition provided in this section, and shall provide copies of such plans to the chief law-enforcement officer, the fire chief, the chief emergency medical services official, and the emergency management official of the locality. Each school division shall designate an emergency manager.
Certification Requirements Upon the School Board s annual review of the crisis plans and approval, certification must be submitted by the Superintendent of Norfolk Public Schools no later than August 30, 2019. After the Board and the Superintendent have certified the report, a copy of the plans will be sent to the City of Norfolk Emergency Management Official to be distributed to the: Chief of Police, Norfolk Police Department Fire Chief, Norfolk Fire Department Director, Norfolk Emergency Operations Center
Security Review and Special Notes to the School Board The State acknowledges that the plans are working documents and should be modified, as needed. Plans are submitted to the City of Norfolk Emergency Operations Center, once schools have met the mandated practice drills, within the first 20 days of the start of school. This allows schools an opportunity to test plans and make modifications. Security Services staff will be available for assistance and additional training.
